An Exploratory Study of Education Staff Capacity Development in Cambodia: A Case of International NGO Program

국문 초록

본 연구는 국제 NGO가 수행해온 캄보디아 교육행정 공무원 대상 전문역량 개발 프로그램에 대한 참여 공무원들의 경험을 탐색하는 것을 목적으로 한다. 이를 위해 참여공무원 개개인의 경험과 인식을 분석하는 해석주의 패러다임을 적용하였고, 캄보디아의4개 지역 교육청과 교육지원청을 선정하여 교육관계자 28명을 대상으로 초점집단 인터뷰를 수행하였다. 조사 결과, 캄보디아의 교육행정 공무원들은 교육부와 국제개발 다자기구(UNICEF, UNESCO), 국제개발 양자기구 및 국제 NGO를 통해 다양한 형태의 역량개발 프로그램과 연수를 경험하고 있었으며, 이러한 경험들은 교육·훈련 모델, 멘토링·코칭 모델, 그리고 학습공동체 모델 등 3가지 교육 모델로 구조화할 수 있었다. 또한 개별교육 모델에 대한 캄보디아 교육행정 공무원의 다른 인식과 교육적 의미를 확인할 수있었다. 이상의 연구 결과를 통해 한국의 교육 분야가 지원하고 있는 캄보디아의 다양한교육개발협력 사업들의 변화와 성장을 위한 시사점을 제공할 수 있으며, 교육 대상의특성과 요구에 따라 효과적인 교육 모델을 적용할 수 있을 것이다.

영문 초록

The main objective of this study was to generate an understanding of the perceptions of education staff at the sub-national level in Cambodia on the capacity development support they received. Individual semistructure and Focus-Group interviews were carried out with the total of 28 directors/deputy directors of Provincial Office of Education (POE) and District Office of Education (DOE) and school directors. The findings of the study demonstrated that education staff, Cambodia Education Administrative Civil Servant, at the sub-national level received a wide range of capacity development activities, some of which were offered by the Ministry of Education Youth and Sports (MoEYS) and others were supported by development partners and NGOs. The study confirmed that the three models of Capacity Development is widely used in the country by NGO’s support and other development partners to improve quality of education in Cambodia.
