오가와 소학교의 비극이 방재교육에 주는 함의

국문 초록

이 연구는 2011년 동일본 대지진 당시 학교 교육 기관 중 가장 많은 학생들의 희생을낳았던 이시노마키시(石巻市)의 오가와 소학교(大川小學校) 사건을 재조명하여 재해발생 요인을 검토함으로써 방재교육에 주는 함의를 추출하고자 한 것이다. 이를 위해현지 조사 방법과 문헌 연구를 병행하였다. 연구 결과 학교가 위치한 지역의 지형적인요인 외에 다음과 같은 네 가지 재해 발생 요인이 복합적으로 작용한 것으로 판단된다. 첫째, 학교 건물의 구조적인 요인으로 안전 뒷전인 디자인 중심의 학교 건물이라는점이다. 둘째, 교사들의 지역에 대한 인식 부족을 들 수 있다. 셋째, 오가와 소학교 피해의 결정적인 요인으로 사법부에서 지목한 ‘학교 위기관리 매뉴얼’의 미비이다. 마지막으로 약화된 위기의식과 지역과의 연계 부족이 있다. 이 네 요인은 동일본 대지진으로인한 재난 상황에서 인재 요소로 작동하여 많은 인명 피해를 가져왔다. 이와 같은 요인은 우리나라 학교 방재교육을 점검하고 성찰하여 보완하는 데 시사점을 제공해주는것이다.

영문 초록

In this study, we reviewed the case of Okawa Elementary School(OES) in Ishinomaki, Miyagi Prefecture, which had the most student victims among school education institutions during the Great East Japan Earthquake(GEJE) of 2011. This study examined the causes of disasters, and provided educational implications for disaster prevention education. Fieldwork and literature research were conducted in parallel. As a result of the research, it can be judged that the following four factors acted in combination in addition to the topographical factors of the area where the school was located. First, OES was a design-centered school building that did not prioritize safety as a structural factor of the school building. Second, the lack of awareness of the teachers region can be one of the factors. Thirdly, there was an inadequacy of the “School Crisis Management Manual” pointed out by the court as a decisive factor in the damage to OES. Finally, the weakened sense of crisis and lack of connection with the region can be mentioned. These four can be seen as acting as man-made factors in the GEJE that demonstrated the tremendous power of nature. These factors provide implications for inspecting, complementing, and reflecting disaster prevention education in Korean schools.
