공공과 민간 병원의 성과에 대한 인식

국문 초록

공공 분야의 성과에 대한 인식 편향은 공공서비스에 대한 객관적인 평가를 저해하는 요인으로 작용할 수 있다. 시민들은 공공 분야의 성과에 대해 2000년대 이후 공공분야는 비효율성을 개선하기 위한 신공공관리론 개혁의 여파, 미디어에서 나타나는 정부성과에 대한 부정적 보도 등으로 인해 부정적 편향을 가지거나, 한국의 발전주의 역사로 인해 긍정적 편향을 가지고 있을수 있다. 본 연구에서는 설문실험을 통해 공공 분야에서 제공하는 의료서비스의 성과에 대한 편향이 존재하는 지를 분석하였다. 특히, 평상시의 공공과 민간 의료서비스에 대한 성과 인식 차이와 더불어 민간 의료서비스 제공자에 대한 정부 개입이 발생하는 재난상황에서의 의료서비스 성과에 대한 인식 차이를 살펴보았다. 그 결과 평상시의 경우, 효율성 측면에서는 공공과 민간 병원의 성과에 대한 인식 차이가 없는 것으로 나타났으나, 형평성 측면에서는 공공 병원의 성과를 더 긍정적으로 판단하는 것으로 나타났다. 반면, 재난 상황의 경우 효율성과 형평성 모두 공공과 민간 병원의 성과 차이가 없는 것으로 인식하고 있었다. 본 연구에서는 이상의 분석결과를 토대로 정책적 함의를 제시하였다.

영문 초록

Stereotypes of public performance can hinder fair evaluation of public services. Citizens might have been negatively biased against the performance of the public sector due to the aftermath of the reform of the New Public Management theory to improve inefficiencies in the public sector since the 2000s, and negative reporting on the government s performance in the media. Or citizens may have a positive bias because of the history of developmentism in Korea. In this study, we analyzed whether there is a bias in the performance of medical services provided in the public sector through a survey experiment. In particular, the differences in perceptions of the performance of public and private medical services in ordinary times, as well as differences in perceptions of the performance of medical services in a disaster situation where government intervene to private medical service providers. As a result, in the ordinary times, there was no difference in perception of the performance of public and private hospitals in terms of efficiency, but it was found that they judged the performance of public hospitals more positively in terms of equity. On the other hand, in the case of a disaster situation, both efficiency and equity were perceived as having no difference in performance between public and private hospitals. In this study, policy implications were presented based on the above analysis results.
