국문 초록

정책대상집단에 대한 사회적 인식은 정책의 독립변수이자 종속변수로 정책의 성과에 영향을 준다. 본 논문의 목적은 국방 분야에서 정책대상집단의 사회적 인식 변화를 측정하고 변화에 준요인들을 탐색함으로써 긍정적인 사회적 인식으로의 변화를 위해 정책대상집단이 행동해야 할방안을 제시하는 것이다. 연구는 2010년부터 2019년까지 10개 일간지가 작성한 국방 관련 기사의 내용을 자연어 처리 및 감성사전을 이용하여 감성점수를 분석하였다. 분석 결과 국방의 정책대상집단에 대한 사회적 인식은 국방정책 성과물의 낮은 가시성이라는 정책 특성으로 인해 지속적으로 부정적인 방향으로 변화하였다. 또한, 이러한 부정적인 변화에 미친 단기적 요인은 내부 제도 미비 및 개인의 비위로 인한 비리, 인명사고, 성범죄 등이었으며 장기적 요인은 군사적 위협에 대한 대응의 실패로 나타났다. 연구 결과는 국방정책의 특성을 고려할 때 무차별적인 비판을 지양하여야하지만, 동시에 국방분야에서의 내부 제도 개선과 군사적 위협에 대한 명확한 대응이라는 사회적인 요구에 맞는 정책이 추진되어야 함을 보여준다.

영문 초록

Social perception of the policy target population affects the performance of the policy both as an independent and dependent variable of the policy. The purpose of this paper is to measure the change in social perception of the policy target population in the defense area and explore the factors that contributed to the change. This paper suggests a method for the policy target population to act in order to positively change social perception. This study analyzed the contents of defense area’s articles reported by the ten major daily newspapers from 2010 to 2019, using natural language processing and sentiment dictionary. The result shows that social perception of the target population of defense policy has gradually changed negatively due to the policy characteristics of low visibility of defense policy outcomes. It also shows that the short-term factors that contributed to the negative change were corruptions, personal accidents, and sexual assault caused by incomplete internal systems or personal problems, and the long-term factor was caused by the failure to respond to military threats. The characteristics of defense policy suggests that indiscriminate criticism should be avoided. The paper argues that defense policy should consider the social demands of improving the internal system and a clear response to military threats.
