국내 청정개발체제(CDM) 사업의 사회네트워크 분석

국문 초록

네트워크적 관점에서 청정개발체제(CDM)은 충분한 관심을 받지 못하였다. Choi et al.(2020)은 지속가능한 발전을 위한 국내 파트너십 연결망을 실증하였으나 이것이 청정개발체제(CDM)사업을 직접 파악한 것은 아니다. 이진형(2017)은 국내의 청정개발체제(CDM)사업 네트워크의 발전 과정을 조사하였지만 청정개발체제(CDM)사업 실무자들과의 인터뷰에 기반한 기술적 연구의 형태를 따랐다. 따라서 본 연구는 국내의 청정개발체제(CDM) 사업참여자의 관계를 조사하여 공동참여 네트워크를 실증하였다. 해당 연구를 위해 91건의 사업계획서와 후속 모니터링 보고서가 수집되었다. 분석결과, 청정개발체제(CDM) 방법론에 따라 네트워크의 구조는 차별화 되었다. 청정개발체제(CDM) 사업 컨설팅업체들은 전자·반도체·비료생산 부문, 신재생에너지를 통한 전력생산, 매립지가스 자원화에서 중심적 액터였다. 블록모델링으로 청정개발체제(CDM)사업 전체 네트워크를 단순화한 결과 정부-공공기관-민간기관의 유기적 연결은 존재하지 않았다. 사업 분야별 특성을 고려한 정책적 개입이 온실가스 저감 효과를 개선할 수 있다는 것을 발견하였다. 청정개발체제(CDM) 사업 이외의 국내 자체 사업까지 분석범위에 포함하거나 네트워크의 동적 변화를 분석하는 후속연구가 필요하다.

영문 초록

The Kyoto Protocol’s Clean Development System (CDM), which was inherited from the Paris Agreement as a new market mechanism, is a policy tool to achieve both goals of efficient carbon reduction and sustainable development at the same time. Prior research discussed the meaning of international institutions related to CDM, the effectiveness of the policy and design shortcomings, and the central, local or industrial response strategies considering emissions trading scheme. Reaching carbon netural or even negative emission status requires innovative performance and is the foundation of close connections between key actors. This study investigates the relationship of CDM business participants in Korea and demonstrates a joint participation network. 91 business plans and subsequent monitoring reports were collected. According to the analysis, the network has a different structure depending on the CDM methodology. Consulting firms for CDM businesses were central actors in electronics, semiconductors, and fertilizer production sectors, electricity production through renewable energy, and landfill gas resourcization. As a result of simplifying the entire network of CDM businesses through block modeling, there was no dense connection between government, public institutions, and private institutions. Policy interventions that take into account the characteristics of each business sector can improve the effect of reducing greenhouse gases. Further studies that include even domestic own businesses other than CDM within the scope of analysis or analyze dynamic changes in the network can make theoretical and practical contributions.
