국문 초록

본 연구는 현행 산업안전보건법에서 규정하는 사무직 종사 근로자(이하 사무직 근로자)의 정기안전보건교육 적용범위 개선 및 새로운 위험에 대한 교육내용 반영을 통해 사무직 근로자의 안전보건 확보를 위한 교육제도의 실효성 제고 방안을 제시하고자 한다. 이를 위하여 사무직 근로자의 업무 관련 위험요인과 산업재해현황, 사무직 근로자의 정기안전보건교육 제도 및 관계 법령을 분석하였으며, 정기안전보건교육의 적용범위와 정기안전보건교육의 개편방안을 제시하였다. 이에 사무직 근로자의 정기안전보건교육의 실효성을 높이기 위하여 업무환경의 위험성을 반영하여 사무직 근로자의 구분을 명확히 하고 교육시간을 차등 반영하며, 교육주기의 탄력적 운영과 사업장의 재량을 강화 방안, 산업재해 발생 시 교육시간 가중규정을 제안하였다.

영문 초록

This study, the safety and health of clerical workers is improved by improving the scope of regular safety and health education for clerical workers (hereinafter referred to as clerical workers) stipulated in the current Industrial Safety and Health Law and reflecting it in the content of education on new risks. We will try to present measures to increase the effectiveness of the education system for securing. For this reason, we analyze the risk factors related to the work of clerical workers, the current situation of occupational accidents, the regular safety and health education system for clerical workers and related laws and regulations, and regularly apply the scope of safety and health education and regular safety and health education. Presented a reorganization plan. In order to enhance the effectiveness of regular safety and health education for clerical workers, the classification of clerical workers is clarified by reflecting the danger of the work environment, the time of education is reflected differentially, and the flexible operation of the education cycle is performed. Proposed a proposal to strengthen the discretion of business establishments and a provision for weighting education hours in cities where industrial disasters occur.
