NCS 제도 기반의 소방교육훈련체계 개선방안 연구

국문 초록

본 연구는 현 소방학교 교육훈련체계에 대한 설문분석을 통해 국가직무능력표준(NCS) 제도 도입의 당위성과 표준화된 소방교육․훈련체계의 재구조화 방향 제시를 목적으로 수행하였다. 연구의 대상은 일선 소방서의 재난예방과, 소방특별조사단 소속의 소방공무원으로서 소방학교에서 운영 중인 예방분야 전문교육 이수자 및 예정자를 대상으로 하였다 연구의 방법은 경기도 행정포털을 이용한 온라인 설문평가로 이루어 졌으며. 총 360명 중 329명이 설문에 응답하였고 329명 중 유효한 309명을 분석의 표본으로 선택하였다. 실증 분석을 통한 연구 결과 첫째, 현재 소방교육․훈련체계의 개선과 더불어 NCS 제도를 기반으로 한 교육이 필요하다고 분석되었다. 둘째, 소방학교 NCS 도입에 대한 소방공무원들의 바람과 이에 따른 표준화·일원화의 필요성을 느끼고 있음을 확인하였다. 셋째, 표준화된 교육은 국민에게 보다 나은 양질의 소방서비스 제공으로 이어진다고 인식되는 것을 알 수 있었다. 넷째, 예방분야의 교육과정은 실무 중요도·작업빈도·난이도가 재구조화에 영향을 미치는 것으로 확인되었다. 이론 중심의 소방교육․훈련은 다가온 4차 산업시대에 바람직한 교육 방향이라 할 수 없다. 따라서 소방과학기술을 접목한 실무(현업) 중심의 우수한 인재양성을 위해 국가직으로 신분이 전환된 이 시점에 NCS 기반의 소방교육․훈련체계의 도입을 통한 교육훈련체계의 재구조화는 국가적인 시대의 요구라 사료된다.

영문 초록

This study was conducted with the purpose of presenting the justification for the introduction of the National Competency Standards(NCS) system and the restructuring direction of the standardized fire fighting education and training system through questionnaire analysis on the current fire school education and training bodies. The subjects of this study were disaster prevention departments in front-line fire departments, and those who have completed and expected to receive specialized training in the prevention field operated by the fire school as firefighting officials belonging to the special firefighting team. The method of the study was conducted through online survey evaluation using the Gyeonggi-do administration portal. Of the 360 total, 329 responded to the questionnaire, and 309 of 329 who were valid were selected as a sample for analysis. As a result of research through empirical analysis, first, it was analyzed that education based on the NCS system is needed along with the improvement of the current fire fighting education and training system. Second, it was confirmed that firefighting officials desire for the introduction of NCS in firefighting schools and the need for standardization and unification accordingly. Third, it can be seen that standardized education is recognized as leading to the provision of better quality firefighting services to the public. Fourth, it was confirmed that the importance of practical work, frequency of work, and difficulty of the curriculum in the field of prevention affect the restructuring. Fire fighting education and training centered on theory cannot be said to be a desirable educational direction in the 4th industrial era. Therefore, the restructuring of the education and training system through the introduction of the NCS-based fire fighting education and training system at this time when the status was changed to a national position to cultivate excellent human resources focusing on practical work(field work) grafting firefighting science and technology into practice is in the national era. It is considered a demand.
