학교전담경찰관의 역할강화방안

국문 초록

본 연구의 목적은 학교전담경찰관의 현재 운영상황을 살펴보고, 이에 효과적인 운영대안을 마련하여 학교폭력 예방 및 대응활동이 원활하게 운영되기 위함이다. 최근 학교폭력 발생율은 점차 감소하고 있지만 학교폭력유형의 다양성 및 유형별 피해정도는 심각해지고 있는 추세이다. 2011년도에 경기지방경찰청에서 현직경찰관을 학교폭력 전담으로 배치한 뒤, 지방경찰청 단위로 시범운영을 실시하였다. 시범운영 이후, 학교폭력예방 목적을 위해 2012년도에 경찰청에서‘학교폭력 전담경찰관 운영계획’을 발표하였다. 이후 전국적으로 확대 및 시행되어 운영되고 있다. 이에, 현재 전국적으로 운영되고 있는 학교전담경찰관의 역할을 살펴보고, 학교폭력예방을 위한 학교전담경찰의 역할강화방안에 대해 논의하고자 한다. 첫째, 학교전담경찰관 및 전문교육강사의 협업체계를 통해 폭력유형에 따른 예방교육의 전문성을 강화시켜야 한다. 학교전담경찰관의 주 업무는 학교폭력 예방교육이다. 현재, 범죄예방교육 출강·학생눈높이에 맞는 예방교육자료· 다양한 방식을 통한 예방교육을 진행하고 있다. 대상에 따라 예방교육의 다양성을 추구하였다면 이제는 폭력유형에 따른 학교전담경찰관과 전문가와의 협업을 통해 예방교육의 질 높은 전문성이 보완되어야 한다고 본다. 둘째, 폭력유형에 따른 대상별(가해·피해학생, 부모, 교사, 학교전담경찰관) 역할가이드라인의 개발 및 보급의 필요성을 강조한다. 현재, 학교전담경찰관의 부모·교사·학생들에게 예방교육을 안내하고 있으나, 폭력유형에 따른 대상별 역할가이드라인이 개발되고 보급되어 대상별로 폭력유형을 진단-대응-예방하는 체계를 구축하는 동시에 학교전담경찰관과 연계 될 수 있는 체계가 마련되어야 할 것이다. 셋째, 학교폭력의 초기발굴 강화를 위해 학교 내 전문상담사의 정기적인 상담을 통해 학교전담경찰관과의 협력관계가 구축되어야 한다. 현재, 학교전담경찰관은 학생상담업무를 최소화하여 예방교육 및 학교폭력 발생 시 피해학생 서포터 편성 및 관리·학교폭력자치위원회 참여지원을 실시하고 있다. 이에 학교폭력 예방활동강화를 위해 학교 내 전문상담사와의 업무분장 협의 및 협업의 필요성을 위한 정책방안을 제시하였다.

영문 초록

The purpose of this study is to examine the current operation situation of school police officers and to establish effective effective alternatives so that school violence prevention and response activities can be operated smoothly. Recently, the incidence of school violence has been declining, but the diversity of school violence types and the degree of damage by type have become serious. In 2011, the Gyeonggi Provincial Police Agency set up an incumbent police officer in charge of school violence. After the pilot, the Police Agency announced the Operation Plan for Police Officers for School Violence in 2012 to prevent school violence. Since then, it has been expanded and implemented nationwide. Therefore, we will review the role of school - based police officers currently operating nationwide and discuss ways to strengthen the role of school - based police to prevent school violence. First, the professionalism of preventive education should be strengthened through the collaboration system of school police officers and professional education teachers. The main task of the school police officers is to prevent school violence. Presently, prevention education through crime prevention education lecture, preventive education material · various ways matching student eye level is being carried out. If we pursued the diversity of preventive education according to the target, we should now improve the quality expertise of preventive education through collaborating with school-based police officers and experts according to the types of violence. Second, it emphasizes the necessity of development and dissemination of role guidelines for victims (victims, victims, parents, teachers, school police officers) according to the type of violence. Currently, prevention education is provided to the parents, teachers, and students of school-based police officers. However, role-specific guidelines for violence are developed and disseminated to establish a system to diagnose, A system that can be linked to police officers should be established. Third, in order to strengthen the early detection of school violence, a cooperative relationship should be established with a school-based police officer through regular counseling of professional counselors in the school. At present, school-based police officers are minimizing student counseling work, and are organizing preventive education and school violence, organizing supporters of victims, and supporting the participation of school violence autonomy committee. In order to strengthen the preventive activities of school violence, policy suggestions for collaboration and consultation with professional counselors were suggested.
