국문 초록

한국의 수출입 최대 교역 대상국은 중국과 미국이다. 트럼프 행정부 출범 이후 이들최대 두 교역국은 노골적인 경제패권 분쟁을 전방위로 확대하고 있다. 이들 사이의 무역 의존적 경제구조를 가진 한국으로서는 큰 파생적 피해가 예상된다. 본 연구는 우리의 최대 교역 대상국 G2의 경제적 충돌양상에서 발생하는 우리 산업계의 위기에 ‘안보적 동맹 또는 견제’의 이론을 응용하여 극복 방안을 찾는 것을 목적으로 하고 있다. 한국가의 산업영역을 위협하는 행위는 그 국가의 미래 먹거리를 위협하는 행위이다. 국제산업 분업구조에서 각국의 기존 안정적 역할들은 후발주자들의 도전에 의하여 그 균형관계가 붕괴하기 마련이다. 붕괴된 균형관계 속의 국제분업 구성원들은 다시 새로운 균형점을 찾아 이합집산한다. 우리의 독자적 산업적 역량만으로는 우리에게 유리한 방향으로 거시적 국제산업 분업구조를 적극적으로 변화시키기는 어렵다. 따라서 본 연구에서는 한국의 미래 산업 생존에 유리한 전략적 국가관계를 도출하고 그 이행 방법론을제언하고자 한다.

영문 초록

The purpose of this study is to find out what strategies the Korean industry should adopt in the situation of economic conflict between the U.S. and China which are Korea’s largest trading partners. The theory of structural balance, which can describe ‘the acts of security alliances or antagonisms’ between states, has been adopted as a research method in this paper. The act of threatening a country’s industrial sphere is like an act that threatens its future viability. The pre-existing balance of supply-demand value chain in global economy used to be collapsed by rising industrial newcomers and challengers. The members in the collapsed value chain try to changes their relationships in the new alignment of economical alliances and to find a new balance point. It is difficult for Korea alone to actively change international macro-industrial structure in a direction favorable to Korea itself. Therefore, this study seeks to find out the national industrial strategic relations which are favorable to survival of Korea’s future industry.
