국문 초록

북한은 향후 한반도 나아가 동북아시아의 평화와 안정에 지대한 영향을 미칠 수 있는 주요 변수 가운데 하나이다. 따라서 북한의 국가성격에 대한 명확한 분석을 통해서체제 경로를 예측하고 파악하는 것은 대한민국의 안보를 담보하는 것인 동시에 통일시대를 준비할 수 있는 중요한 열쇠가 될 수 있다. 그동안 북한의 국가성격 연구는 두가지의 접근법에 따라 진행돼 왔다. 한 갈래는 보편성에 주목하는 것으로 북한 사회가설정⋅추구하지 않은 외부의 논리나 이념 등을 잣대로 분석한 일단의 연구이다. 다른한 갈래는 특수성에 주목하는 연구로 북한 사회가 설정⋅추구하는 이념, 목표 또는 논리에 따라 북한 사회를 분석하는 것이다. 하지만 지금까지 특수성에 주목한 북한의 국가성격 연구들은 보편성으로도 설명이 가능한 북한의 특징이나 현상들을 지나치게 특수한 것으로 과장하거나 특수하지 않은 것을 특수한 것으로 주장한 경우가 적지 않았다. 따라서 비교정치학적 접근을 통해 북한을 설명하고 향후 변화 경로를 예측하는 것이 보다 과학적인 북한 연구를 담보할 수 있다. 본 연구에서는 보다 종합적이고 객관적으로 북한의 국가성격을 연구하기 위해 기존의 연구에서 공통적으로 인정되는 북한의 주요 특징을 선별했고 이를 적실하게 설명할 수 있는 보편적 국가성격을 도출하는데 목적이 있다. 기존의 연구에서 도출한 북한의 주요 특징은 수령중심체제, 당⋅국가체제 그리고 세습체제로 요약될 수 있다. 북한은 줄곧 수령 일인독재를 중심으로 한통치 구조를 계승 발전 시켜왔고 이는 사회주의 당⋅국가 체제라는 기초 위에 형성됐다. 수령중심체제, 당⋅국가 체제 그리고 세습체제를 주요 특징으로 하는 북한을 독재정권의 제도적 접근법에 따라 분석하면 북한은 개인⋅일당독재체제로 분류할 수 있으며 여기에 세습제가 더해진 ‘세습적 개인⋅일당독재체재’로 규정할 수 있다.

영문 초록

In-depth research has been done about the state characteristics of North Korea, but there are many argues over the studies due to different perspectives between the researchers. One side of the researchers insist that the characteristics of North Korea can be analyzed based on ‘generality’ which refers to the characteristics of other general socialist states. And the others who recognize North Korea as a particular state argue that the study of North Korea should be done with ‘particularity’. However, on the process, reviewing through the particularity based studies, the features that were analyzed with particularity were not actually particular. Both side of the advanced researches have studied similar features of North Korea but different perspectives lead them to different results. In this sense, analyzing the state characteristics with generality, based on the features of North Korea that both side of the researchers accepted, is a meaningful study which can provide more objectivity and comprehensiveness in understanding North Korea itself. The main features of North Korea are ‘Suryung’ central system, party-state system and hereditary system. North Korea has strengthen its one-man dictatorship system since Kim Il Sung came into power and this was established above the party-state system. The hereditary system of North Korea has been settled down on the process of Kim Il Sung passing on power to his son Kim Jong Il and was firmly established when Kim Jong Il gave his power to Kim Jong Un. These features can classify North Korea as a ‘hereditary one man and single-party hybrid regime’ and the feature of this system is being reinforced in Kim Jong Un regime.
