국문 초록

이 글의 목적은 포스트 코로나 시대를 맞아 국제정세 변화가 한반도에 어떤 영향을끼치고 있는지 등을 살펴보고 이를 통해 남북관계 발전 방안을 도출하는 것이다. 코로나19를 둘러싼 미중간의 갈등이 심화되고, 자유무역이 쇠퇴하며, 고립주의가 확산되고 있다. 미중 패권경쟁에 따른 거대게임 변화에 우려를 지닌 다수의 국가들이 존재하므로 이들과의 협력 가능성도 증대해야 한다. 2020년 7월 10일 북한 김여정 제1부부장은 담화를 통해 북미 협상은 대북 적대시 정책이 철회되어야 재개할 수 있다는 입장을 분명히 밝혔다. 종전선언을 평화협정에서 분리해 정치적 선언으로 국한하면 북미양측 간 특별한 부담이 발생하지 않으면서도 관계개선의 상징성을 극대화할 수 있다. 북한은 의료시설이 열악하고 의약품이 부족해 치료보다는 예방에 주력할 수밖에 없기 때문에 이번 코로나19 확산사태에 대해 선제적 대응을 취했다고 볼 수 있다. 북한의료체계가 감염병 등 전체적으로 취약하여 남북 보건의료협력이 시급이 이루어져야할 것이다. 팬데믹이라는 파괴적 상황을 평화와 번영을 위한 시작점으로 전환할 수 있는 유일한힘은 결국 우리에게 있다. K방역을 통해 보여 준 한국정부의 국가능력을 과감한 남북주도의 평화프로세스로 전환하는 전략이 필요하다. 북한은 조선노동당 창건 75주년 기념일에 평양종합병원을 완공하기 위해 전 사회가 총력을 다하고 있다. 평양종합병원 지원 사업을 남ㆍ북ㆍ미 3자 협력사업으로 추진하는 것도 검토해 볼 필요가 있다.

영문 초록

In the post-Corona era, we would like to examine how changes in the international situation are affecting the Korean Peninsula and draw up ways to develop inter-Korean relations. Conflicts between the U.S. and China over the Corona 19 are intensifying, free trade is declining, and isolationism is spreading. The possibility of cooperation with the U.S. and China should increase as many countries are concerned about the change in the game. On July 10, 2020, North Korea’s First Vice Minister Kim Yo-jung suggested that the U.S.-North Korea negotiations could resume only when the hostile policy toward the North was withdrawn. If the declaration of the end of the war is separated from the peace treaty and confined to a political declaration, the symbolism of improving relations can be maximized without incurring any special burden between the U.S. North Korea has taken preemptive action against the spread of Corona 19 because of poor medical facilities and a lack of medicine, forcing it to focus on prevention rather than treatment. As the North Korean medical system is generally vulnerable to infectious diseases, inter-Korean health and medical cooperation should be urgently needed. The only force that can turn the destructive situation of Pandemics into a starting point for peace and prosperity is us after all. A strategy is needed to transform the Korean government’s national capabilities through K-defense into a bold inter-Korean peace process. North Korea is moving closely across the world to complete the Pyongyang General Hospital on the 75th anniversary of the founding of the Workers’ Party of Korea. It is also necessary to consider pushing for a project to support Pyongyang General Hospital as a three-way cooperation project between the South, the North and the U.S.
