국문 초록

도널드 트럼프가 취임 이후 방위 산업 전반에 대한 평가를 받고 있음에도 불구하고 모든관련 부처와 주요 기관이 공동으로 미국 제조 및 방위 기반을 재평가하라는 행정 명령을 내렸다. 이에 따라 2017 년 7 월 21 일 미국 제조 · 방위 산업의 거점 및 공급망 복원을위한진단 · 강화 관련 집행 명령 제 13806 호 를 발간했다. 4 차 산업 혁명 시대에이 행정 명령의 핵심은 국가 경제와 안보 측면에서 매우 중요한 미국 제조 및 방위 산업의 현황과 개발및 지원 방법을 진단하는 것입니다. 결과에 따라 이러한 산업. 실질적으로 이행 될 수 있도록 정책 변경에 필요한 입법 사항과 사항을 권고했다.미국 방위 산업이 세계 최강으로 평가받았음에도 불구하고 제로베이스는 방위 산업을“세계 최강”으로 유지하기위한 방안을 재평가하고보고하도록 지시했다. 이 보고서에 따르면 미국의 제조 능력 및 방위 산업 관련 기업과 일자리가 감소함에 따라 제조 및 방위 산업의 일자리 창출에 기여할 수있는 교육 및 인력 양성 프로그램과 국가에 중요한 기여를 할 수있는 숙련 기술 방어력이 약해집니다. 그들은 정책을 수립하고 무기 시스템 혁신과 같은 전략적 조치를 취할 필요성을 제기했습니다. 이러한 맥락에서 본고는 트럼프 대통령의 행정 명령을 중심으로 급변하는 방위 산업 환경과 위협 극복 방안을 분석하고 한국 정부와 방위 산업에 미치는 시사점을 고찰한다.

영문 초록

Despite the fact that Donald Trump is being evaluated on the overall defense industry base since he took office, all relevant ministries and major agencies jointly issued an executive order to reevaluate the U.S. manufacturing and defense base. Accordingly, on July 21, 2017, he issued ‘Executive Order No. 13806 related to diagnosis and strengthening to restore the base and supply chain of the US manufacturing and defense industries’. In the era of the Fourth Industrial Revolution, the core of this executive order is to diagnose the current state of the manufacturing and defense industries in the United States, which are very important in terms of national economy and security, and how to develop and support these industries based on the results. It recommended legislative matters and matters necessary for policy change so that this can be implemented practically. Despite the fact that the US defense industry was evaluated as the world’s strongest, it instructed ZeroBase to re-evaluate and report on measures to maintain defense industry as the “world’s strongest”. According to this report, education and workforce development programs that can contribute to job creation in the manufacturing and defense industries as the number of companies and jobs related to the U.S. manufacturing capacity and defense industry decline, and skilled technology that can make important contributions to national defense weakens. They raised the need to establish policies and take strategic measures, such as weapon system innovation. In this context, this paper analyzes the rapidly changing defense industry environment and measures to overcome threats, centering on President Trump’s executive order, and considers implications for the Korean government and defense industry.
