시장도입에 따른 북한여성의 경제적 역할변화

국문 초록

북한경제의 환경변화에 따른 북한여성의 역할변화는 주로 경제난 이후 경제적 자립과정에서의 가계경제 주역으로서 역할을 중심으로 논의가 진행되어왔다. 이러한 북한여성의 역할은 경제적 주역으로의 위치에 따른 것으로 인식되어지고 있으며, 실제로 시장화 현상과 더불어 북한여성의 역할확대가 어느 정도 이루어지고 있는지 분석되지 못하였다. 따라서 본 연구에서는 북한경제에서 상설시장도입이 공식화된 2003년 이후 북한여성의 경제활동 참여정도에 유의미한 변화가 있었는지를 고찰하고 이를 통해 북한여성의 경제적 역할을 실증적으로 검토하였다. 분석결과 자가소득에서 북한여성의 경제활동 참여가 유의미한 수준으로 늘어난 것으로 분석되었다. 그러나 남성과의 상대적인 수준에서는 공적인 경제활동 참여정도가 낮은 수준으로 분석되었고, 시장도입 이후 남성과의 상대적 차이가 통계적으로 유의하지 않은 것으로 분석되었다. 이는 시장도입에 따른 북한여성의 역할이 공적 영역이 아닌 자립생존을 위한 자가소득 취득에서만 확대되고 있음을 보여준다. 다만, 시장도입 이후 북한여성의 경제활동 참여가 남성에 비해 상대적으로 감소한 것으로 나타난 결과에 대해서는 해석에 주의를 요한다. 이러한 현상은 첫째, 경제난 이후 가계경제로 회귀하도록 한 북한당국의 정책적 조치에 의해 북한여성의 공적영역에서의 경제활동이 위축되고, 둘째, 공장기업소의 ‘8.3근로자’ 활용과 관련하여 남성근로자의 시장에서의 경제활동이 확대된 현상에서 기인된다.

영문 초록

The discussion on North Korean women’s changing economic roles brought about by its economic environment changes has been mainly focused on their roles as a main player of household economy in the process of economic independence after the economic crisis. This perception might be due to North Korean women’s new economic position as a main household income earner, and given this, it was considered necessary to analyze whether the role of North Korean women has been actually expanded due to marketization. Therefore, this study examined whether there might be a significant change in North Korean women’s economic participation before and after the July 1st economic reform, which brought marketization into full swing, and based on these findings, also carried out an empirical analysis on North Korean women’s economic roles. The analysis results showed that North Korean women’s economic participation was increased by a significant level in terms of self-earned incomes. However, North Korean women’s economic participation level was estimated to be relatively lower than that of their male counterparts, but the gap became insignificant after the July 1st economic reform measure. This indicates North Korean women’s continuously expanding economic role in terms of the acquisition of self-earned incomes thanks to marketization. However, precaution must be paid to the analysis results that North Korean women’s economic activity participation showed a relatively decreasing tendency compared with their male counterparts. First, this phenomenon is presumed to be due to North Korean women’s shrinking economic activities in the public sector after North Korean government’s policy to revert back to household economy. Second, the rampant practice of the so-called ‘8.3 laborers’ at factory enterprises, in which workers paid money to their boss in return for their absence at workplace, is considered to expand the males’ economic activity participation in the market.
