신남방정책과 ‘인도-태평양 전략’의 상호연계 모색

국문 초록

문재인 정부는 한반도 신경제지도의 핵심축이며, 대한민국 번영을 이끌 국가 발전 전략의 핵심으로 신남방 국가와의 교류·협력 관계를 4강 수준으로 격상시키고, 교역 규모를 2020년까지 중국의 교역 규모 수준인 2,000억 달러로 확대하려는 신남방정책을 추진하고 있다. 이는 인도·아세안과의 외교적 협력을 통해 중견국 외교와 교량국가의 역할을 확대하고, 상생과 번영의 파트너 관계 형성, 인적교류 증대를 통한 상호 이해 증진, 한반도와 인도·태평양 지역의 평화를 위한 안보협력을 추진하는 정책이다. 문재인 대통령은 2019년 6월 30일 트럼프 대통령의 방한으로 이루어진 한미정상회담 후 기자회견에서 “한국의 신남방정책과 미국의 인도-태평양 전략의 조화로운 협력 추진”과 “안보뿐만 아니라 글로벌 지역 이슈에서도 한·미 양국은 동맹국으로 적극 협력할 것”이라고 밝혀 한국이 그동안 추구했던 전략적 모호성에서 벗어나 ‘인도-태평양 전략’에 협력할 것을 발표했다. 이에 본 연구는 신남방정책과 ‘인도-태평양 전략’의 협력이 한국의 신남방정책 추진에 갖는 함의를 고찰하고, 지정학과 지경학의 상호보완성을 중심으로 신남방정책과 인도·태평양 전략의 상호보완성과 연계성을 모색해보고자 하였다. 신남방정책은 인도·태평양 지역의 평화와 안정이 전제되어야 실현가능하다. 신남방정책이 성공하기 위해서는 안보 위험이 높아지고 있는 인도·태평양 지역의 평화와 안정에 기여하여 신뢰를 형성하는 것이 중요하다. 지경학적 요소가 강한 신남방정책과 지정학적 요소가 강한 인도·태평양 전략은 상호보완적 관계에 있으며 신남방정책과 인도·태평양 전략의 연계는 부족한 요소를 충족하여, 지정학과 지경학의 선순환으로 정책과 전략의 목표를 달성하는데 기여할 것이다.

영문 초록

Moon Jae-in, the government to lead the prosperity of the Republic of Korea, and key pillars of a map of the new Korean Peninsula and New Southern Policy the core policies of national development strategy. The policy is to expand the role of middle-power diplomacy and bridge states through diplomatic cooperation with India and ASEAN, form partnership for co-prosperity and prosperity, promote mutual understanding through increased human exchanges, and promote security cooperation for peace on the Korean Peninsula and in the Indo-Pacific region. After the Korea-US summit Moon Jae-in president told that the two countries will pursues a harmonious partnership between the New Southern Policy and the Indo-Pacific Strategy and will actively cooperate as allies not only in security but also in global regional issues in 2019, June 30. This study considers the implications of cooperation between the New Southern Policy and the Indo-Pacific Strategy and explores the complementary and interconnections between the New Southern Policy and the Indian and Pacific strategies, focusing on the complementarity of geopolitics and geoeconomics. New Southern Policy with strong geopolitical factors and Indo-Pacific Strategy with strong geopolitical factors are mutually complementary, and the link between the New Southern Policy and the Indo-Pacific Strategy will meet the deficient elements, contributing to achieving the goals of policy and strategy through a virtuous cycle of geopolitics and geoeconomics.
