국문 초록

중국 정치체제의 특성은 “중국 특색”이라는 수식어 없이는 설명하기 힘든가? 이 글은 비교권위주의 분야의 최근 연구성과를 통해 중국 체제특성 규명의 보편성과 특수성을 이론적 차원에서 검토하는 것을 목적으로 하는 시론적 연구이다. 중국 정치체제를 민주주의로 볼 수 없다면, “민주주의의 부족 혹은 부재”라는 부정적 카테고리에 의지하기보다 권위주의체제의 본질적 속성에 근거해 중국 정치체제의 특성을 규명하려는 시도로 이 연구는 기획되었다. 위임사슬의 관점에서 접근했을 때, 중국 정치체제의 위임은 사실상 무력했고 선거와 책임성 간의 관계를 발견하기 어려웠다. 위임과정의 무력화는 책임성 약화로 직결되었다. 책임성은 실질적인 위임과정이 전제되었을 때 가능하기 때문이다. 또한 최근 비교권위주의의 개념정의의 도움으로 선거실시를 통한 수직적 책임성의 강화 없이는 실질적인 책임성 향상이 쉽지 않다는 점도 확인할 수 있었다. 이 연구는 중국이 경쟁적 선거를 도입하지 않는 이상 정치적 책임성 문제를 해결하기 쉽지 않다고 주장한다. 거버넌스 등의 개념으로 민주주의 우회전략을 써도 결국은 책임성 문제에서 병목현상이 발생할 가능성이 높을 것으로 이 연구는 전망하고 있다.

영문 초록

This paper is a pioneering study that aims to examine the universality and specificity of the Chinese political regime at a theoretical level through recent research in the field of comparative authoritarianism. Rather than relying on the negative category of “lack or absence of democracy,” the study is designed to attempt to characterize the Chinese political regime based on the essential nature of authoritarianism. From the perspective of “the chain of delegation”, the delegation of the Chinese political regime is virtually powerless, and the relationship between election and accountability is fragile. Incapacitation of the delegation process leads directly to weakened accountability. Accountability is only possible when the actual delegation process is premised. This study also confirms that actual countability is not easy to increase without strengthening vertical accountability through elections. The study argues that China will not be able to solve political accountability problems without competitive elections. Even if China uses a strategy of bypassing democracy with the concept of governance, the study predicts that bottlenecks will likely occur in accountability.
