UN 평화유지활동의 사망자 발생 추세 연구

국문 초록

UN이 최초로 분쟁지역으로 UN 임무단을 전개하기 시작한 지 70여년이 지났다. 그동안 71개의 UN 임무단이 창설되었고 현재에는 14개 임무단이 분쟁지역에서 활동하고 있다. 이 기간 3,877명의 평화유지요원이 사망하였는데 UN 평화유지활동 간 사망자 발생은 시대적 특수성에 따라 급격히 증가하거나 감소하는 패턴을 보이나 2003년 이후부터는 매년 100명 이상의 사망자가 지속 발생하는 추세를 보이고 있다. 이는 2002년까지의 연 평균 사망자가 약 34명이었다는 점을 고려할 때 현대 UN 평화유지활동의 임무수행 환경이 그 이전과는 비교할 수 없을 정도로 더 악화되었다는 것을 보여준다. 구체적인 사례로 UN 말리 임무단의 경우 기간 중 총 사망자가 204명이었고 이중 악의적인 공격에 의한 사망이 126명이었다. 이것은 전체 사망률의 61.8%로 전체 UN 임무단들 중 가장 적대적인 무장단체 공격에 노출되어 있다는 점을 시사한다. UN 콩고 임무단의 경우 기간 중 176명이 사망하였는데 병으로 인한 사망자가 악의적인 공격에 의한 사망자보다 2배 이상이 발생하였다. UN 임무단의 사망자 발생은 그 부정적인 파급효과로 인해 UN 임무단의 존재 목적인 위임명령 달성에 지대한 영향을 미치고 있으며 평화유지활동 간 사망자를 줄이기 위한 노력은, 특히 악의적인 공격에 의한, 성공적인 위임명령 달성의 선결조건으로 규정할 수 있을 것이다. 과거 발생하였고, 현재 발생하고 있는 사망자 발생 추이 및 원인은 앞으로도 동일하거나 유사한 유형으로 발생할 가능성이 크다는 점을 고려하면 모든 파병부대와 개인은 기본적으로 악의적인 공격에 대한 대비 및 조치에 대해서 더 많은 준비가 되어야 하고 이와 더불어 파병예정인 지역의 사망자 발생에 대한 정밀 분석과 함께 우선순위에 따른 파병준비 및 현지 활동에 대한 실질적인 준비가 반드시 필요하다.

영문 초록

It’s been over 70 years since the UN sent troops to a disputed region for the first time. During the period 71 Missions have been established and 14 missions among them are in active and there were 3,877 fatalities under the blue helmet since the Mission started. The trend of fatalities in UN Peacekeeping Missions were inconsistent in accordance with distinctive characteristics of the period, but it has been increased and steadfast over 100 fatalities in each year since 2003. When it is compared with approximately 34 fatalities in each year before the year 2002, this fatalities trend clearly proves that contemporary UN PKO environment became much worse and extremely unfriendly against the peacekeepers. Among the contemporary PKO Missions, there were 204 fatalities including 126 caused by malicious acts in MINUSMA since 2013. It reached 61.8% death rate, particularly 20 peacekeepers were killed only in MINUSMA out of 24 total deaths by violent acts in 2019, which means MINUSMA was the most venerable Mission among any others in terms of hostile attack by Armed groups. There was 176 fatalities in MUNOSCO including 86 because of illnesses which is a double figure than fatalities by malicious acts. Furthermore the occurrence of death caused by malicious acts gives profound impact to the performance of mandate which is the only justification of UN Missions presence in it’s respective region. The reduction of fatalities, particularly death by malicious act, in peacekeeping operations is definitely a big challenge but is the prerequisite to accomplish successful mandate. The trend and cause of fatalities which was happened in the past and is happening now would have the same or similar pattern in the future. In this regards, every contingents and individuals must not only prepare against these malicious act, illness and accident, but also scrutinize and prioritize the risks of the cause of death and prepare pre-deployment accordingly.
