국문 초록

한미동맹은 우리 국가안보의 주축이지만 북한 비핵화 추진 과정에서 한미연합훈련이 유예· 축소되고 종전선언·평화체제 등 탈냉전 가능성이 언급되면서 한미동맹의 정체성에 대한 논란이 일고 있다. 방위비 분담 비용을 대폭 증가하라는 미국의 압력은 상황을 더욱 복잡하게 만들고 있다. 이러한 상황 전개가 한미동맹을 고정적으로 바라보는 시각과 밀접하다는 것이 본고의 주장이다. 한미동맹의 미래와 관련하여 북대서양조약기구의 전례는 시사하는 바가 크다. 냉전 종식으로 인한 소멸의 당위성에도 불구하고 새로운 시대적 상황 속에서 정체성을 재설정하여 성공적으로 정립되었기 때문이다. 한반도의 탈냉전 도래가 무조건 평화로 이어지지는 않을 것이다. 제대로 대비하지 않으면 갈등과 전쟁으로 이어질 수 있다. 한미동맹이 NATO처럼 평화의 담지자로 탈냉전기 한반도에도 존속할 수 있다면 한반도의 평화는 단순한 반도 차원이 아니라 NATO의 유럽처럼 동북아 평화의 진앙지가 될 수 있다. 그러기 위해서는 새로운 시대적 맥락에 적합한 한미동맹의 정체성 변화가 선행되어야 하며 정체성에 부응하는 적합성의 논리에 의한 관행이 정착되어야 한다. 그렇게 된다면 NATO와 마찬가지로 새로운 맥락에서 성공적으로 적응할 가능성이 크다. 그러한 과정에서 한미동맹의 가능성과 한계가 노정될 것이다

영문 초록

The ROK-US alliance is the backbone of our national security, but controversy over the identity of the US-ROK alliance has emerged as the ROK-US alliance has been suspended and reduced in the process of denuclearization and the possibility of post-cold wars such as the end of war and a peace regime. The pressure from the US to significantly increase the cost of defense spending complicates the situation. It is argued that this development is closely related to the view of the ROK-US alliance. Regarding the future of the USROK alliance, the precedents of the NATO have much to suggest. Despite the justification for extinction due to the end of the Cold War, it was successfully established by resetting its identity in a new era. The arrival of the post-cold war on the Korean Peninsula will not lead to peace. If not properly prepared, it can lead to conflict and war. If the US-ROK alliance can survive on the Korean Peninsula as a bearer of peace, as NATO, then peace on the Korean peninsula may not be a simple peninsula but a epicenter of peace in Northeast Asia like NATO’s Europe. In order to do so, the change of identity of the US-ROK alliance appropriate to the context of the new era should be preceded, and the practice on ‘the logic of appropriateness’ to the identity should be established. If so, it is likely to adapt successfully in the new context as NATO does. In doing so, the possibilities and limitations of the ROK-US alliance will be exposed.
