미·중의 상호인식과 동북아 질서 변환

국문 초록

작금의 동북아시아 지역의 국제체제는 구조적 변동이 촉발되고 있다. 말하자면 기존의 구조가 붕괴되고 새로운 행위자가 구조변화의 촉매적 역할을 하게 되면서 역내 안보구조의 불안정이 나타나고 있다. 이는 중국의 군사현대화, 북핵문제, 일본의 집단자위권 확장 움직임 등과 같은 다양한 요인들에 의해 영향을 받고 있다. 이 때문에 동북아 지역 정세의 불확실성은 그 어느 때보다 증대되고 있다. 동북아 국제질서는 다른 지역보다 훨씬 복합적이고 다층적 구조 속에서 변화의 양상이 전개되고 있다. 이러한 가운데 미국 오바마 행정부가 대외정책의 초점을 아시아⋅태평양 지역으로 전환하면서 미국과 중국 간의 역내 질서 재편과정을 둘러싼 중층적 상호작용이 진행되고 있고 역내 질서 전환 과정의 중요한 축으로 작용하고 있다. 본 연구는 정치⋅경제⋅안보 등의 차원에서 협력과 경쟁이라는 이중적 특성을 노정하고 있는 미·중관계가 복합적이고 다층적인 세력관계를 형성하고 있는 동북아 정세와 어떻게 연계되어 있으며, 특히 지역 패권경쟁 가능성 차원에서 미국 오바마 행정부와 중국 시진핑 체제의 군사·안보전략이 지역 과정에 어떤 식으로 투영되고 있는지 분석하는 것을 목적으로 하고 있다. 이를 위하여 우선, 21세기 들어 새로운 양상으로 전개되고 있는 미중관계의 역사적 맥락을 추적한다. 둘째, 양국의 상호인식의 저변과 인식의 실제에 관하여 분석한다. 셋째, 이를 바탕으로 전개되고 있는 양국의 정책 투사와 정책 지향성을 탐색한다. 결국 역내 과도적 변환의 가능성을 내재하면서 조성되고 있는 미·중의 구조적 세력구도에 관하여 분석 및 전망하고 그 정치적 함의를 살펴본다.

영문 초록

The current situation in the region has been affected by several factors such as China s military modernization, the North Korean nuclear issue, Japan s collective self-defense as the expansion moves. Because of the uncertainty of the situation in the region it has been increasing more than ever. In addition, the Northeast Asian international order is being deployed in a multi-layered structure in much more complex, than in other regions . Among these , while switching the focus of the Obama administration s foreign policy in the Asia- Pacific region, the United States and around the middle interaction between regional orderly reorganization process is underway in China and has been an important axis of regional order in the conversion process. This study analyzes the political, economic and security that the US-China relationship, which exposed the dual nature of cooperation and competition in the context of such a complexity, form a multi-layer power relationships in ortheast Asia and how are linked. In particular the military and security strategy of the Obama administration and the US regional hegemony, China Xi Jinping Leadership from potential competition dimension aims to analyze whether the project is in some way to the local course. First To do this, the 21st century will trace the historical context of the US-China relationship is being developed as a new aspect. Second, with respect to the actual analysis of the underlying and the recognition of mutual recognition of the two countries. Third, deploy them, and explores the policy based on the projection and policy orientation of the two countries. Finally analysis and prospect about the structural composition of US-China forces, as it implied the possibility of transient transformation.
