남태평양 정치질서의 안정성

국문 초록

피지·사모아·통아·바누아투 등 4개 남태평양 도서 국가를 대상으로 불리언 연산(Boolean Algorithms)을 통해 정치적 안정성의 역사적 결정인자를 추적한 결과, ① 외세(식민당국)가 토착패권을 식민제도 속으로 포섭하려 시도하지 않은 경우, 혹은 ② 토착패권에 대한 도전세력이 부상하지 않은 경우 등 두 가지 대안적 충분조건이 도출되었다. 이러한 발견은 4개 비교사례에 있어서 정치적 안정성의 수준이 토착패권질서를 유지해 온 경로의 특성에 따라 결정되었다는 사실을 보여준다. 즉, 외세의 침투에도 불구하고 토착패권구도를 성공적으로 유지해 온 사모아, 통아와 바누아투는 독립 후 채택한 구미식 정치기제가 담지하고 있던 문화적 이질성을 여과해 내는데 성공함으로써 남태평양 특유의 정치질서, 곧 ‘민주적 기제 속에서 작동하는 비민주적 정치질서’를 안정적으로 확립할 수 있었으나, 식민통치 하에서 위계적 토착패권질서가 훼손된 피지는 전통적 정치지형의 변형으로 인해 의회정치기제의 안정적 변용에 실패했다고 말할 수 있다.

영문 초록

Application of the Boolean Algorithms to the cross-case analysis of Fiji, Samoa, Tonga, and Vanuatu shows that the two alternative sufficient conditions are instrumental in securing political stability: (a) the absence of colonial strategy for rearranging traditional hegemonic order, and (b) the absence of political cleavage within traditional leadership. From this discovery, one may argue that the varying degree of political stability in the four South Pacific countries is a causal outcome of the process in which indigenous leadership structure has been preserved; while Samoa, Tonga, and Vanuatu have successfully maintained stable political order by ‘sifting’ foreign elements from the newly-adopted Western-style political institutions in the course of reviving indigenous hegemony, Fiji, where the traditional leadership structure was drastically realigned under the British colonial rule, has failed to localize parliamentary institutions primarily due to the enforced shift of political topography, thereby falling into the abyss of political instability.
