체제전환에 대한 진화론적·제도주의적 관점의 고찰

국문 초록

본 논문은 체제전환에 있어서 진화론적·제도주의적 관점이 제기하는 의미와 그 유효성을 탐구하는 것을 목적으로 한다. 이를 위해 기존의 지배적인 시각으로 자리 잡았던 워싱턴 컨센서스와의 비교를 통해 그 차이를 분명히 하고 러시아 경제학계 내부의 진화론적·제도주의적 관점의 발전과 그 적용 가능성을 검토할 것이다. 결론적으로, 진화론적·제도주의적 관점은 체제전환과 관련하여 급격한 방식의 시스템 교체가 아닌 어느 정도의 혼합적인 시스템의 시기가 필요하다는 시사를 제공하게 될 것이다. 1989년의 동유럽 혁명과 그에 뒤이은 소련의 붕괴 이래, 경제시스템의 이행을 논하는 이른바 이행경제론이 활발하게 전개되었지만, 당초의 신고전파적 정책은 기대한 효과를 거두지 못하고 점진주의와 급진주의라는 논쟁이 중심이 되었다. 이후, 체제전환과정에 대한 연구는 종래의 경제학이 전제하고 있었던 제도관에 커다란 영향을 미쳤다. 간단히 말하면, 인위적으로라도 바람직한 제도를 도입하기만 하면 자연히 시장경제가 형성될 것이라는 견해로부터, 체제전환은 시간이 걸리는 것이고 변화하기 어려운 부분을 보완하기 위해서라도 어느 정도 혼합적인 시스템의 시기가 필요하다는 견해로 바뀐 것이다.

영문 초록

This paper aims to explore the implications and effectiveness of evolutionary-institutionalist perspective in the discussion on the economic transition. For the purpose, it is to be compared with the perspective of Washington consensus which took dominating position in transition process and makes clear the differences between the two approaches, then examines the development and applicability of the perspective within the Russian academic circle of economics. Consequently, it is to be suggested that the evolutionary institutionalist perspective confirm the necessity of a certain period of complex system and the inappropriateness of systemic replacement with radical method. Since the revolution of Eastern Europe in 1989 and the disintegration of Soviet Union, there was numerous discussions on the transition of economic system and considerable development in the transition economics. However, initially the central point of the debate was placed on the two different approaches of radicalism and gradualism with the policy package of neoclassical economics having not obtained expected result. After that, continuing research on the process of transition has exerted great influence on the view of the institution which was previously assumed to be given by traditional neoclassical economics. In a nutshell, there has been an important change in terms of the viewpoint regarding the economic transition: from the view of insisting rapid and artificial introduction of desirable institutions, to the interpretation of arguing the necessity of a certain period of complex system for the transition.
