러시아의 국가 에너지전략에 대한 소고

국문 초록

21세기 에너지 자원외교는 에너지와 자원을 단순히 경제와 산업의 측면에서뿐만 아니라 에너지와 자원을 국가안보와 장기 국가발전전략과 결부시켜 보아야 한다. 최근 예상하기 어려운 유가 상승에 따른 수급 불안정 및 자원민족주의 강화에 따른 국가에너지 안보에 미치는 영향의 확대되고 있는 시점에서 에너지와 자원의 안정적 확보는 국가경제발전에 결정적인 영향을 미치고 있다. 에너지안보의 또 다른 다른 접근은 에너지 수요국뿐만 아니라 생산국의 입장도 고려해야 한다. 이런 점에서 러시아정부는 실용주의의 지속성과 에너지자원을 경제성장의 동력으로 활용함으로써 국가 운용기조로 강한 러시아의 부활을 수립하여 추구해왔다. 정치적으로 연방정부의 통제력 강화와 경제운용의 보수화경향은 푸틴 2기 집권은 물론이고 현 정부까지도 이어지고 있다. 러시아정부의 에너지자원에 대한 통제와 규제 강화는 러시아 자원외교 및 에너지 안보강화 및 다자주의 외교노선의 핵심 수단으로 대외관계의 중요한 축으로 작용하고 있음은 이미 잘 알려져 있는 사례다. 현재 추진 중인 러시아 에너지전략 2030 은 경제발전과 대외정책의 영향력 확대에 중요한 수단으로 작용할 것이고 유라시아국가의 정체성으로 적극적으로 활용할 것이다. 동 전략은 지속적으로 동북아지역에 지대한 영향력을 미칠 것이고 그 파급효과가 여전히 클 것으로 간주된다. 특히 에너지 수송수단으로서 파이프라인망의 확충은 러시아정부는 물론이고 동북아지역의 에너지수급 및 에너지안보 강화에 많은 영향을 미칠 것은 자명한 사실이다. 유럽 시장에 편중돼 왔던 에너지 교역과 송유·가스관 인프라 구축 및 석유·가스 개발 계획을 동시베리아·극동으로의 확대를 통한 다양한 국가와의 에너지를 포함한 경제·안보 등 협력 증진을 위해 정상외교를 통해 주요국가와의 에너지 협력 강화에 주력한다. 이처럼 한국의 대 러시아 에너지 전략에서 가장 중요한 것은 중장기적 차원에서 한국정부가 추진 중인 에너지자원의 수입국 다변화 전략의 일환으로 추진 중인 자원개발과 연계한 패키지형 진출 전략과 더불어 에너지 및 비에너지 부문의 동반진출 모색을 통한 상호주의 협력을 지속적으로 강화해야 할 것이다.

영문 초록

Energy diplomacy in the 21st century should not only be viewed from the economic and industrial aspects, but also in consideration of national security and long-term national development strategy. Another approach to energy security should be considered not only from the perspective of the energy-consuming country but also from the energy-producing country. In this respect, the Russian government has established and sought to re-strengthen the country as a basic operational condition by utilizing persistent pragmatism and energy resources as a driving force for economic growth. The enhanced political control of the federal government and conservative economic operation have continued until the current government, not to mention the second term of the Putin. It is well known that the Russian government’s control and enhanced restriction on energy resources is a core means to its energy diplomacy, enhancement of energy security and multilateral diplomatic approaches, serving as a critical pivot to international relations. A currently undergoing project entitled “Russia Energy Strategy 2030” serves as an important means in expanding its influence over economic development and international policies and in being utilized for the Eurasian identity. Such strategy will continuously have a significant influence on the Northeast Asian region with an enormous spin-off. In particular, it is clear that the expansion of the pipeline network as a means of energy transport will have a significant ramification for not only the Russian government but also the Northeast region in terms of energy supply and the reinforcement of energy security. Likewise, the most critical strategy of Korea’s energy strategy towards Russia employs a package-type advancement strategy that is linked with resources development that the Korean government has sought as part of its middle-and long-term energy importer diversification strategy. Moreover, continuous reinforcements of reciprocal cooperation through accompanying advancement in the energy and non-energy sectors should be made.
