국문 초록

중국의 정치개혁의 목표는 ‘민주성’을 사회주의 정치체제에서 복원함으로써 사회주의의 우월성을 현실화시키는 ‘社會主義民主’의 실현에 있었다. 이러한 점에서 중국의 ‘사회주의민주’를 구현하는 중국의 정치참여 제도의 상징으로 ‘기층선거’의 성과와 한계를 평가할 필요가 있다. 이는 중국식 민주주의 모델의 존립 가능성 여부를 판단하는 근거가 되기도 할 것이다. 분석 결과, 중국에서 기층선거는 현급 이하 인민대표 선거, 촌민위원회 간부 선거, 사구 주민위원회 간부 선거, 향진장 선거 등이 실시되어 왔는데, 이 4가지 선거는 서로 분리된 과정이 아니라 중국에서 선거의 지속적 발전 과정의 형태로 제도화되고 있다. 중국은 이제 기층에서 최소한 準경쟁적인 선거가 가능해짐에 따라 사회주의적 일당제 하에서 민주적 경험을 축적해왔다고 할 수 있다. 그러나 기층선거의 실시는 중국 공산당의 지배를 정당화하기 위한 수단으로 활용되기도 한다. 따라서 기층선거의 확대 및 심화는 근본적으로 중국 정치체제개혁의 딜레마를 가중시킬 가능성이 높다. 따라서 중단기적으로 중국은 연성권위주의 혹은 半권위주의적 경로를 선택, 유지할 것이지만, 장기적으로 중국의 정치체제는 자유민주주의 혹은 사회주의다당제를 포함하는 새로운 민주적 사회주의 체제로 전환될 가능성도 배제할 수 없다.

영문 초록

The aim of China’s political reform is realization of `’socialist democracy’, it means that CCP restore democratic characteristics in socialist system and realize superiority of socialism. In this sense, it is necessary to evaluate the success and problems of grassroots election in China as the symbol of political participation system of China. we can also conclude whether they realize the Chinese democracy model through it. Included in grassroots election in China are election of the representatives to the NPC at the county and township level, election of village committee, election of Shequ committee, election of chief executive of villages and towns, which it imply that these four forms have been developed sequentially, not separately. Realization of quasi-competitive grassroots election suggests that have been accumulated democratic experiences in China, but CCP have also used it as a guise for legitimizing their rule about people society. Consequently, the more grassroots election diffuse, the more dilemma of political reform in China deepen. In conclusion, China may follow the path of soft-authoritarianism or semi-authoritarianism during short or middle period, but it is also possible that China change path for liberal democracy system or a new socialist system with multi-party system in the long view.
