국문 초록

본 연구는 탈냉전기 역대 한국정부의 대북정책을 전략적 상호주의(TFT 전략)와 포괄적 상호주의(GRIT 전략)로 대별하고, 이러한 정부의 전략이 남북 사이의 협력과 갈등의 굴곡에 어떤 영향을 주었는가를 경험적으로 분석하려는 시도이다. 특히 남북간 협력과 갈등의 경험적 측정을 위해 본 연구는 이벤트 데이터 분석기법을 한반도 상황에 적용하고 있다. 본 연구는 우선 탈냉전기 한국정부의 정책변화를 최고정책결정자인 대통령의 집권기로 구별하고 각 정부의 대북정책을 TFT 전략과 GRIT 전략으로 분류하였다. 이러한 각 정부의 대북정책은 각각 남북간의 협력과 갈등에 어떤 영향을 미치고 있는가를 경험적으로 분석하였다. 탈냉전기 한국정부의 대북정책 중 GRIT 전략은 북한의 협력을 이끌어 내는 데 성공적이었다고 평가되었다. 그러나 북한의 대남갈등의 완화에는 경험적 영향을 미치지 못하고 있다. 한편 미국과 북한과의 협력－갈등관계를 분석했을 경우 미국의 정책결정자의 변화에 따라 북한의 미국에 대한 협력－갈등은 모두 유의미하게 변화되고 있어, 한국과 미국의 대북정책 공조가 북한의 갈등행위 완화에 기여할 것으로 평가되고 있다.

영문 초록

The study tries to analyse empirically South Korean governments’ policies toward North Korea in the post Cold War era. It applies event data analysis to the situation of the Korean peninsula in order to examine cooperation(positive) and conflict (negative) between two Koreas in each South Korean government. In the study South Korean governments’ North Korea policies are classified into two categories: tit-for-tat (TFT) strategy and graduated reciprocation in tension -reduction (GRIT) strategy. The GRIT strategy as a South Korea’s policy toward Pyongyang has been evaluated as successful in inducing North Korea’s cooperation. However, it has not been so in reducing the North’s conflict against the South. In the case of the analysis of positive-negative relations between the U.S.A. and North Korea, there is meaningful change in the cooperation-conflict relations between both countries according to the change of American policy makers. When the U.S. showed cooperation, the North was cooperative, and vice versa. This gives us the fact that coordination and cooperation between South Korea and the United States in dealing North Korea contribute to reduction of North Korea’s conflict behavior.
