영국학파 국제사회론과 근대 동아시아의 국제사회화에 관한 고찰

국문 초록

탈냉전기 동아시아 국가들은 글로벌리즘과 지역주의, 내셔널리즘이 교착하는 가운데 지역공간의 재구성을 요구받고 있다. 탈냉전은 동아시아 지역의 외재적 규정성을 완화하고 내부 상호작용를 증대시켰으며, 지구화는 사회영역의 성장을 가져오고 있다. 국민국가 패러다임과 내셔널리즘, 발전지향적 경쟁과 이익충돌은 여전하지만, 지역공간의 자율적 재구성과 협력의 제도화도 모색되고 있다. 이러한 변화는 동아시아 지역에 사회적 관계가 형성되고 사회성이 증대되고 있음을 뜻한다. 이러한 변환을 제대로 포착하려면 동아시아 공간의 존재방식을 이해하는 새로운 인식론이 요구된다. 이 글에서는 국제관계의 사회성과 역사성을 중시하는 영국학파 국제사회론의 관점과 방법론에서 동아시아 국제사회론을 모색하는 함의를 찾는 한편, 유럽국제사회의 세계적 ‘팽창’을 보는 관점에 나타난 영국학파 국제사회론의 유럽중심적 시각의 비판적 성찰을 통해 동아시아의 경험이 반영된 국제사회론을 시론적 차원에서 모색한다. 중화체제, 주권국가체제, 제국체제까지에 전개된 ‘지역 국제사회’로서의 동아시아 국제사회의 역사적 구성방식과 성격, 그리고 국제사회관을 고찰한다. 특히 유럽 국제체제가 동아시아에 부과되는 가운데 동아시아가 지역 국제사회를 영위해나가는 양상에 주목한다.

영문 초록

East Asian countries after the Cold war has been asked to newly construct a regional international society under the interplay of globalism, regionalism and nationalism. Increasing interactions and growing social activities are stimulating the shift from bilateral to multilateral relationships among states and people in the region. This means the formation of social relationships and the augmentation of regional sociality in the region. These regional transformations call for new way of thinking to grasp for the regional society. This study tries to critically review the English School s ideas on international society, especially featuring Hedley Bull and to consider the possiblity of applying the ideas and searching for East Asian international society. In particular, critically reviewing the English School s Eurocentric perspective that world international society came into being with the expansion of European international society, this paper instead explores how East Asian international society developed in the region and what made of it. Three historical modes of East Asian international society East Asian people experienced in the past international systems are described: Sinocentric system, nation­state system, and imperialist system, especially focusing on constructing principles of interstate society and its nature, and the idea of international society in the region.
