국문 초록

미국은 세계화 이후 급부상한 초국가적 범죄조직들에 의해 가장 선호하는 불법수익사업의 하나로 ‘마약밀매’가 부상하면서 이를 자국이 구상하는 21세기 “새로운 세계질서”의 구축에 있어 테러리즘과 함께 가장 위협적인 존재로 취급하기 시작하였다. 이는 21세기에 있어 안보의 개념은 이러한 非군사안보와 군사안보를 별개의 존재로 인식하기보다는 동전의 양면과 같은 존재로 인식할 것을 요구하고 있다. 이 글은 非군사적 안보위협인 ‘마약밀매’를 중심으로 남․북한, 중국, 일본, 러시아에서 행해지는 한반도 주변 마약밀매 행위들이 한국의 국가안보는 물론 주변국의 국제안보에 장래의 주요 위협요인으로 등장할 가능성이 있음을 시사한다. 이를 위해 첫째, 탈냉전 이후 非군사안보의 논의에 대한 배경과 일부 학자들의 이론적 논의를 간략히 살펴보고, 둘째, 세계화 과정에서 동북아 주변의 마약밀매현상에서 발생하는 유통마약의 종류 및 마약밀매의 구조, 그리고 초국가적 범죄조직의 개입 등의 측면을 분석하며, 셋째, 한국의 현황과 전망을 간략히 살펴본다. 마지막으로 한국의 시각에서 본 주변국들과의 대응책을 국제적, 국내적 차원의 전략을 제시한다.

영문 초록

With the end of the cold war the United States has considered drug trafficking as one of the most serious threats in security, with terrorism another example, to the new world order in the 21st century as it is one of the most convenient sources of money for transnational criminal organizations. This means that the concept of security was conventionally defined in terms of military but that in the post-Cold War era it has broadened in scope toward more comprehensive one including non-military aspects among which drug trafficking is one. In this paper, the author tried to shed light on drug trafficking as one of the examples of those dangers to security. Especially, the emphasis is put on the possibility that drug trafficking on the Korean peninsular and its surrounding such as China, Japan, and Russia will pose a serious danger not only to Korean national security but also to international security in this region. For that purpose, first, the characteristics of drug trafficking in the post-Cold War era are exampled. Second, the distribution patterns of drugs in Northeast Asia, the structure of drug trafficking and the intervention of transnational criminal organizations are explored. Third, the current state of drug trafficking in Korea and its future prospects are stated. Finally policy alternatives are proposed from a Korean perspective.
