국문 초록

유럽통합이 진척되면서 유럽연합은 기존의 국민국가와 일부 초국가기구들뿐만 아니라 국민국가 내의 혹은 이들을 가로지르는 지역, 다양한 형태의 비국가행위자 등이 느슨한 네트워크를 형성하면서 정책결정 과정에 참가하고 있다. 이에 따라 유럽연합체제내의 다양한 층위 간의 관계는 보다 복합적인 양태를 띠고 있다. 특히 비국가영역을 일컫는 시민사회 내의 다양한 행위자들이 활성화되면서 국민국가와 유럽연합에 대한 시민사회의 영향력이 점차 커지고 있다. 이러한 시민사회의 확대와 강화로 인해 유럽연합체제는 중앙 집중적인 통제가 부재한 다중심성 권력분할체제로서의 성격이 더욱 부각될 것으로 평가된다. 이 글에서 살펴 본 유럽연합과 시민사회의 관계 역시 시민사회 행위자들의 다양한 행동양식에 따라 보다 복잡한 형태로 변화하고 있다. 시민사회의 다양한 행위자들은 여전히 특수한 경로를 향해 상이한 선호와 유형의 행동을 지속하고 있다고 할 수 있다. 유럽연합에 대한 시민사회 행위자들의 행동 특성을 중심으로 볼 때 유럽연합과 시민사회의 관계는 유형적으로 갈등, 협력, 포섭관계로 분류되지만 이는 시기와 정책별로 일정하지 않다. 이러한 시민사회 행위자들의 차별적 행동은 시민사회의 고유한 성격뿐만 아니라 국가․시민사회 관계의 특성, 그리고 해당 국가의 중앙정부가 추구하는 대내외 정책의 노선과 내용에서 비롯된다.

영문 초록

This paper has attempted to examine the relationship between the European Union(EU) system and civil society. With the enlargement and deepning of integration the EU forms loose networks which consist of traditional member states, supranational institutions, regions, and multiple actors in civil society. The emerging picture is power-sharing between different levels of the EU system where decisions taken at separate layers. It is highly probable that the EU system becomes multi-level system which describes the dispersion of decision-making competencies across multiple levels. Even more noticeable is that the influence of civil society on national states and the EU is on the increase. It becomes more complicated that results from complex interactions among various actors in non-state sphere the relationship between the EU and civil society. They adjust policies to their preferences and styles at diverse courses. By their actions the civil society actors are melded into a multi-level polity. The actions of civil society components to the EU is not fixed and classified into conflict, cooperation and conciliation. They are fairly associated with character of civil society and its relations with state, policies of national government.
