국문 초록

소연방 붕괴 후 러시아 연방은 범 보편적 조류인 세계화와 지방화의 경향을 동시에 직면하게 되었다. 이러한 변화는 러시아 연방의 외교 및 대외관계에 대한 연구에 있어 큰 전환점이 되었다. 즉, 대외적으로 러시아 연방의 외교 및 대외관계에 대한 연구는 탈냉전시대 세계화라는 범 지구적인 새로운 흐름에 강한 영향을 받을 수밖에 없게 되었고 대내적으로는 기존의 모스크바 중심의 연구와 고찰에서 중앙정부와 각 지방정부간의 새로운 발전 및 관계를 반영하는 경향으로 발전하여야 하였다. 왜냐하면, 탈사회주의시대 가장 특징 되어지는 ‘세방화(glocalisation)’의 전 지구적 흐름이 러시아 외교정책결정 및 대외관계 고찰에서도 예외 없이 나타나기 시작하였기 때문이다. 이러한 맥락에서, 본 논문의 목적은 탈냉전시대 러시아 외교 및 대외관계를 연구하고 고찰함에 있어서 기존의 모스크바 중심의 관점 및 분석에서 벗어나 세계화와 지방화의 관점에서 그것을 분석하고 고찰하여야 할 필요성을 제기하고 강조하고자 한다. 이러한 목적을 위하여 먼저 본 논문에서는 탈냉전시대 러시아 외교 및 대외관계를 세계화라는 측면에서 고찰하고자 한다. 더불어, 본 논문에서는 러시아 외교 및 대외관계에 대한 지방화 경향에 대한 연구 제기를 하고자 한다. 결론 부분에서는 러시아에서의 세계화와 자치적인 지방외교 경향 등이 모스크바 중앙 등에 정치․경제․사회적으로 끼치는 영향 등에 대한 간략한 평가를 시도하고자 한다.

영문 초록

After the collapse of the Soviet Union, Russia immediately faced with new strong world-wide trends of the post-Cold war era, so-called, globlisation and regionalisation simultaneously. These new world-wide trends in the post-Cold war era naturally affected the ways of studying Russian foreign policy and its foreign relations and led to a big momentum of these studies. Externally, the study of Russian foreign policy and its relations have greatly been influenced by the globalisation. Internally, the study of Russian foreign policy and its relations have been also affected the centre-periphery relations which had been emphasised the effect of regionalisation of the Russian federation in the post-Cold war era. In this respect, the paper aims at raising a necessity to examine and analyse Russian foreign policy and its relations in views of globalisation and regionalisation in the post-Cold war era. To this end, the paper first examines Russian foreign policy and its relations in terms of globalisation. Then, the paper will focus to analyse Russian foreign policy and its relations in terms of regionalisation. This paper hopes to be raising a new approach to analyse Russian foreign policy in the post-Cold war era.
