국문 초록

본 연구에서는 지방공기업의 경영평가지표 중 하나인 리더십⦁전략이 타 경영평가 성과지표에 미치는 영향을 실증적으로 분석하고 파악함으로써 지방공기업 경영자의 리더십에 대한 정책적인 정보를 제공하는데 그 목적이 있다. 연구결과, 리더십은 경영평가결과와 양(+)의 관계를 지니는 것으로 나타났고, 개별경영지표의 핵심요인으로 작용한 것으로 확인되었다. 본 연구의 분석결과를 세부 지표별 그리고 지역단체 소속별로 요약하면 다음과 같다. 첫째, 경영층의 리더십 및 전략은 전체 지방공기업의 각각의 경영평가지표에 대해 긍정적으로 작용한 것으로 나타났고, 둘째, 기초단체의 지방공기업은 광역단체의 지방공기업 보다 사회적 가치 측면에서 리더십 및 전략을 더욱 집중하는 것으로 나타났다. 셋째, 광역단체의 지방공기업은 기초단체의 지방공기업에 비해 경영시스템 측면에서 리더십 및 전략을 더욱 집중하는 것으로 나타났다. 넷째, 자산규모는 경영성과에 대해 음(-)의 관계를 지니는 것으로 나타났다. 본 연구는 국내에서 전국 지방공기업을 연구대상으로 하여 광역단체 및 기초단체로 구분하여 리더십 및 전략에 대한 실증연구를 거의 최초로 시도했다는데 의의가 있다. 본 연구결과에 따르면, 리더십은 모든 경영평가지표에 대해 강한 양(+)의 관계를 보이는 것으로 나타났으나 구체적인 세부 결정요인을 규명하지 못하였다는 한계가 있다.

영문 초록

The purpose of this study is to provide policy implications about the leadership of local public enterprise managers by empirically analyzing and grasping the leadership strategy of local public enterprise for the utilization of management evaluation results to improve other management evaluation performance indicators. The results of the study showed that leadership had a positive relationship with quantitative and qualitative management evaluation results and we confirm that leadership was a key factor in management indicators. Our results are summarized as follows : First, the leadership⦁strategy of the management group had positive effects on the management evaluation index of each local public enterprise, and the local public enterprises belonging to the basic local organizations more focused on leadership and power in terms of social value than the local public enterprises belonging to the metropolitan organization. Third, local public enterprises belonging to metropolitan organizations focused more on leadership and strategies in management system than local public enterprises belonging to local organizations. Fourth, assets had negative relationship with management performance. This study is meaningful in that it attempted to study leadership as a national local public enterprise for the first time in Korea and attempted to analyze empirically by classifying it into a metropolitan organization and a basic organization. According to the defect of this study, leadership showed a strong positive relationship with all management evaluation indicators, but it is limited to the study that it failed to identify specific determinants of leadership.
