전시기 일본의 종교단체법과 일본기독교단 교칙 ‘생활강령’ 조항에 관한 연구

국문 초록

본 논문은 전시기 일본 정부가 각 종교단체를 전쟁총후로 활용하기 위하여 1939년 4월에 제정한 종교단체법의 ‘제정과정’과 일본기독교단 교단규칙 내의 생활강령 조항의 ‘삽입 경위’를 면밀하게 검토하고자 하였다. 종교단체법을 통하여 일본기독교단을 창립한 것을 기점으로 일본 기독교계는 처음으로 국가의 공인을 받은 종교단체로 활동하게 되고 알려진 바와 같이 전시기 충실한 전쟁총후의 역할을 하게 된다. 본 논문에서는 일본기독교단을 중심으로 종교단체법 제정과정을 검토함으로써 외적으로는 공인된 종교로 인정받는 길로 여겨졌던 ‘종교단체법’이 어떻게 기독교계를 통제하고 억압하는 ‘도구’로 사용되었는가를 검증하고, 일본기독교단의 창립 과정과 일본기독교단 교단규칙 내에 포함되어 있던 생활강령 조항의 삽입 경위를 검토함으로써 일본정부의 종교단체법 제정이 각 종교계를 전쟁총후로 동원하기 위한 ‘정책적 정당성’ 확보의 도구에 지나지 않았다는 사실을 해명하고자 하였다. 아울러 본 논문에서는 종교단체법 제정과정을 통하여 일본 정부가 ‘정책적 정당성’을 확보해 가는 과정을 검토함으로써 전시기 일본 정부가 주도한 종교단체의 전쟁동원(戰爭動員)이 일본기독교단의 사례에 있어 구체적으로 어떻게 이루어졌는가를 밝히고자 하였으며, 전시기 일본기독교단이 전쟁총후로 활용된 문제와 책임이 전적으로 일본기독교단에게 있다는 편향된 인식을 환기하고자 하였다. 본 논문의 연구를 통하여 긴 역사 속에 지속적인 탄압의 대상이었던 일본 기독교계에 대한 종교단체법의 역할은 기만(欺瞞)과 또 다른 방식의 탄압에 지나지 않았음을 알 수 있었다. 나아가 일본 정부는 일본기독교단 교단규칙 내에 삽입된 ‘생활강령’을 통하여 유일신교(有一神敎)인 일본기독교단의 정체성 변용을 종용하였다는 사실도 파악할 수 있었다.

영문 초록

This paper attempted to review through the Japanese Christian Church the process of enacting the Religious Organization Act enacted in April 1939 in order to utilize each religious organization after the war by the Japanese government during the war. The reason that the Japanese Christian Church was the subject of review is that, unlike other religious circles, the Japanese Christian community was subject to religious repression until the enactment of the Religious Organization Act. Starting from the founding of the Japanese Christian Church through the Religious Organization Act, the Japanese Christian community became the first to act as a religious organization that was officially recognized by the state, and as is known, it plays the role of a faithful post-war party. In this paper by reviewing the process of enacting the Religious Organization Act, centering on the Japanese Christian Church, it attempted to verify how the Religious Organization Act, which was externally regarded as a way to be recognized as a recognized religion, was used as a tool to control and suppress the Christian world. In addition, by reviewing the process of the founding of the Japanese Christian Church and the establishment of the provisions of the ‘Code of Living’ included in the rules of the Japanese Christian Church, the enactment of the Religious Organizations Act of the Japanese government secured political justification to mobilize each religious community after the war. I tried to clarify that it was nothing more than a tool of securing ‘political justification’. Through the study of this paper, it can be seen that the role of religious group law against the Japanese Christian community, which has been the subject of continuous suppression in its long history, is nothing more than deception and another type of suppression. In addition, this paper examines the process of securing the political legitimacy by the Japanese government through the process of enacting the Religious Organization Act.
