일제강점기부터 사용해온 공무원의 명칭 변경에 관한 연구

국문 초록

우리나라의 고위공무원을 부르는 직급명칭인 이사관, 서기관이 을사늑약 이후 일본의 강요에 의해 설치된 관직명이며, 법령상 직급 명칭인 사무관과 주사, 서기 등의 명칭도 일제강점기의 관직명을 그대로 답습한 것이다. 이러한 사실은 공무원의 직급명칭에 대한 문제를 단적으로 드러낸다. 일반 행정직 공무원의 직급명칭은 단순히 역사성의 문제만이 아니라 공무원의 조직체계 안에서의 변화와 직무자질, 그리고 하나의 국가나 지자체 브랜드의 요소로서도 다양한 측면을 지닌 상징성을 갖는다. 하지만 현재의 공무원 직급명칭은 이러한 다양한 측면의 의미와 가치를 담아내지 못하는 것으로 평가된다. 이에 본 연구에서는 설문조사를 시행하여 현재 공무원 직급명칭( 특히 일반직 행정 공무원) 에 대한 정서 및 지각을 살피고, 향후 직급명칭의 개선의 필요요인을 조사하고 SPSS 26.0 통계프로그램을 이용하여 평균비교와 ANOVA 분석을 시행하였다. 결과는 다음과 같다. 첫째, 현재 직급명칭에 대한 지각 분석 결과, 직급명칭에 대한 감정 반응에서 긍정적 감정과 부정적 감정이 크게 차이가 나지 않는 것으로 확인되었으며 직급명칭을 통해 공무원의 직무나 역할, 직무체계를 이해한다거나 공무원의 이미지를 크게 지각하지도 않는 것으로 나타났다. 둘째, 현재의 공무원 직급명칭에 대한 개선 방향에서는 공무원의 자질 측면, 브랜드 가치 측면, 행정명칭 특성측면의 개선 방향 가운데, 공무원의 직무자질 측면의 윤리적 가치 개선 요소를 가장 중요한 요소로 인식하는 것으로 나타났다. 셋째, 브랜드 가치 측면의 개선요소로서는 책무를 적용하는 방향으로의 개선요인을 가장 중요한 요소로 지각하고 있는 것으로 나타났으며, 행정명칭 특성측면 개선요인으로는 대중적 가치 측면에 대한 개선요인을 가장 높게 평가하는 것으로 나타났다. 넷째, 추가적으로 현재의 직급명칭의 인지도에 따른 지각의 차이를 살펴본 결과 부정적 정서, 이해도, 이미지 지각에서의 유의미한 차이가 나타났다. 또한 향후 개선 방향에서도 브랜드 가치적 측면의 요인, 행정명칭 특성 요인, 윤리 자질 측면 요인에서 유의미한 차이가 나타났다.

영문 초록

The current name of civil servants’ position, “Esa-kwoan”, “Seogi-kwoan”, so on, had been installed by Japan s insistence after the Japan-Korea Treaty of 1905 and it has been used so far. This fact clearly reveals the problem with the name of the general administrative officer. It has not only historical issues, but also various aspects. In other words, there is no consideration of the nature of the administrator s name, including meaning and value, symbolic elements of the national or local brand, and other elements of the organization system of civil servants. However, these aspects demonstrate the need to revise the name. So in this study, a survey was conducted on the need for and how to improve the name of the position. And the average comparison and ANOVA analysis were performed using the SPSS 26.0 statistics program for the collected data. The results are as follows: First, Both positive and negative feelings about the name of civil servants were found to be low. And also it was found that it is not easy to recall the image of public officials or understand their duties or roles through the name of public officials. The results show that respondents are not particularly perceived for civil servants through the names of civil servants. Second, it was found that the most important factor for the improvement of the names was the ethical value element in terms of public officials job quality. Third, it was found that improvement factors in the direction of application of liability are recognized as the most important factor in improving brand value aspects, and public value aspects are highly regarded as administrative name attribute improvements. Fourth, it has been shown that differences in recognition of current civil servants names result in significant differences in negative emotional responses, task understanding through name and image recognition. In addition, significant differences were also shown in terms of brand value, administrative name characteristic factors, and ethical quality factors in improvement of the name.
