국문 초록

본 논문은 학계와 언론 등에서 우려하였던 중앙정부의 세종시 이전으로 인한 행정 비효율성과 정책 품질의 저하가 실제로 발생했는지를 실증적으로 분석한다. 중앙 부처의 세종시 이전은 대상 기관과 구성원의 선호나 전략적 행동과 무관하게 시행되었고, 이전 시점도 부처별로 상이하였다. 본 연구는 이러한 외생적인 부처 이전의 사례를 활용해 중앙정부의 세종시 이전이 해당 부처의 재정사업 성과에 미친 영향을 분석한다. 실증분석 결과에 의하면, 중앙 부처의 세종시 이전은 재정사업의 성과에 부정적인 영향을 주는 것으로 보이고, 이는 주로 사업관리 평가지표와 환류/제도개선 평가지표의 성과 하락에서 기인한다. 그러나 부처의 세종시 이전의 부정적 영향은 일시적으로 관측되고 부처의 성과는 이전 전의 수준으로 점차 정상화된다. 이는 당초의 우려와는 다르게 중앙 부처의 세종시 이전이 단기적으로만 부처의 성과에 부정적인 영향을 미쳤을 뿐 장기적인 부정적인 효과는 나타나지 않음을 시사한다.

영문 초록

This study empirically analyzed whether the central government’s relocation to Sejong City caused administrative inefficiency and deterioration of policy quality. The relocation policy to Sejong City was implemented based on regardless of the preference and strategic behavior of the targeted ministry and their members, and the relocation dates were also different for each ministry. Using this exogenous case, we analyzed the causal effect which the central government’s transfer to Sejong City impact on the performance of the program. The result of the empirical analysis indicates that relocation of the central government had a negative effect on the program performance. Furthermore, It was mainly caused by inefficiency in the management and the feedback, system improvement sector. However, the negative effect was transitorily observed, and the effect was gradually normalized to the level before the relocation. These results suggest that, contrary to the initial concerns, the central government’s relocation to Sejong City had a negative effect in the short term, but no long-term negative effect.
