국문 초록

본 논문은 공간분석기법을 활용하여 Park (2019)이 주장한 미국 개인 납세자들의 세금 환급 보고양식에 대해 재검토한다. 분석결과, 첫째, 공간적 특성이 반영되지 않은 시계열 분석모형으로부터 도출된 회귀계수 추정값은 과대추정 되었음을 확인하였다. 둘째, 주(州) 단위의 인접성을 고려한 새로운 공간분석기법의 도입은 개인 납세자들의 세금 환급 보고양식이 사회경제적 요인 외에도 거리공간적 인접성이 높은 지역 간에 기술 확산 및 파급 효과(Spillover effect)가 존재함을 발견하였다. 인터넷 기술 보급을 바탕으로 대한한국을 포함한 아시아 국가에서 1인 기업을 포함한 다양한 창조기업의 창업 형태가 급속히 출현함에 따라 개인 납세자들의 세금 환급 보고양식과 납세순응행위를 효과적으로 이해하기 위한 공간분석기법 활용 및 공공정책 시행의 중요성을 토의한다.

영문 초록

Employing a spatial analysis approach, this paper re-examines the electronic filing behavior of U.S. individual taxpayers addressed by Park (2019). First, the new findings suggest the magnitudes of electronic filing behavior from the time-series model were overestimated. Second, the state-level panel regression with a spatial analysis approach provides evidence that spillover effect of a technological adoption pattern exists across regions, especially in states which are geographically located closely, as well as a strong relationship between adoption of electronic tax filing and socioeconomic characteristics. As various types of entrepreneurial businesses owned and operated by one person or few people have been rapidly established in Asian countries including South Korea, the implications of public policy on tax compliance and the importance of spatial analysis approach are discussed to better understand the electronic filing behavior.
