대학특성화사업 효과 분석

국문 초록

대학특성화사업(University for Creative Korea)은 대학이 지역사회의 수요에 기반을 둔 비교우위 분야를 특성화함으로써 대학의 창의적 인재 육성 기능을 강화하고 지역과 동반 성장해 나갈 수 있도록 지원하는 교육부의 대학재정지원사업 중 하나이다. 2014년부터 시행되었던 대학특성화사업에는 연간 최소 약 1,700억 원에서 최대 약 2,500억 원이 투입되어 5년간 총 1조 1,000억 원의 예산이 투입되었다. 교육부가 대학에 대한 재정지원사업을 재구조화함에 따라 대학특성화사업은 종료되었으나 유사한 대학재정지원사업에 많은 예산이 계속해서 투입되고 있기 때문에 사업의 성과를 확인할 필요가 있다. 사업의 성과는 사업에 대한 인지도 및 만족도, 대학의 역량 강화, 특성화 관련 학과의 재학생충원율과 입학성적 변화 등의 지표 변화를 살펴봄으로써 측정할 수 있다. 본 연구는 2018년까지 5년간 시행되었던 대학특성화사업의 성과가 어떻게 나타나는지 정량평가에 초점을 두고 대학특성화사업에 참여한 학과의 신입생충원율과 입학경쟁률, 취업률 등에서 나타나는 변화를 살펴보았다. 대학알리미에서 제공하는 대학공시자료를 활용하여 대학 및 학과 전체를 대상으로 분석한 결과, 대학특성화사업은 사업에 참여한 학과의 입학경쟁률과 신입생충원율을 높이고, 중도탈락학생비율을 낮춘 것으로 나타나 수험생의 대학-학과에 대한 인식, 재학생의 학과에 대한 만족도에는 긍정적인 영향을 미친 것으로 나타났다. 반면, 취업률의 경우 사업에 참여한 학과에서 비참여학과에 비해 낮게 나타나 졸업생에 대한 성과지표에는 긍정적인 영향을 미치지 못하였음을 확인할 수 있었다. 대학특성화사업은 2018년을 마지막으로 종료되었으나 이러한 결과를 바탕으로 향후 유사한 대학재정지원사업이 진행될 시 각 대학에서는 대학의 특성을 고려하여 사업의 목표를 세우고, 목표를 달성하기 위해 적절한 프로그램을 설계할 필요가 있을 것이다.

영문 초록

The CK-University for Creative Korea- project is a university financial support project by Ministry of Education that supports the university’s ability to foster creative talents and the co-growth of universities and communities. In the CK project, which was implemented in 2014 and ended in 2018, a total of KRW 1.1 trillion has been invested over 5 years, with a minimum of KRW 170 billion and a maximum of KRW 250 billion per year. As the Ministry of Education restructured the financial support project for universities, the CK project was terminated. But it is necessary to confirm the outcome of the project because a large amount of budget continues to be invested in similar university financial support projects. The performance of the project can be measured by looking at the changes in indicators such as the recognition and satisfaction of the project, the strengthening of the university’s ability, and the change in admission rate and admission grade, etc. This study focuses on the quantitative evaluation of how achievements of the CK project were observed, and analyses the changes that occurred in the rate of levy with new students and the admission rate of new students, and employment rate of department participated in this project. Looking at each indicators, we find that the CK project has a statistically significant positive effect on the rate of levy new students, the admission rate of new students, and dropout rate. It is also found that the CK project has a statistically significant negative effect on the employment rate. These results can be interpreted that the CK project has a positive effect on the examinees’ perception of college-department and enrolled students’ satisfaction with their department, but does not have a positive effect on the performance for graduates. Based on these results, when similar university financial support projects are carried out in the future, each university will need to set a project goal in consideration of the characteristics of the university and design an appropriate program to achieve the goal.
