정부합동청사의 국가보안시설 지정 필요성 검토

국문 초록

비록 일반시설로 분류되어 있다고 할지라도 사고발생 시 국민생활에 커다란 영향을 줄 수 있는 국가시설에 대하여 국가보안시설 추가 지정 및 시설보안 강화의 필요성이 제기되고 있다. 최근 들어 민원인의 불법행위 및 시위대 폭력적 침입 등 정부청사에 대한 위협요인의 증가로 인하여 감시활동을 강화하는 등 위기관리 상황에서의 대처능력도 제고해야 하는 상황이라는 인식 역시 이러한 움직임과 그 맥을 같이한다. 특히 정부합동청사는 그 중요성에도 불구하고, 지금까지 국가핵심기반으로서의 관리와 평가 그리고 국가안전관리 차원의 집행이 이루어지지 않고 있으며, 이로 인해 군부대 및 경찰서와의 국가중요시설 방호협정 체결이나 통합방위사태 선포 시 방호태세 구축 역시 어려운 실정이다. 나아가 테러 및 위기상황에 대응하기 위한 위기대응 조직을 운영하여, 위기상황에 즉각적으로 반응하여 적을 제압하거나 위기를 극복할 수 있는 위기대처 능력을 가진 청사보안 시스템으로 개편하여야 할 필요성이 인정되고 있다. 정부청사의 보안등급 지정에 있어서는 정부청사의 보안등급 지정에도 불구하고 보안지역과 자유지역의 구분 운영으로 보안과 편익이라는 두 마리 토끼를 잡을 수 있도록 하는 것이 가장 이상적인 조합이라고 본다. 정부합동청사가 가지고 있는 태생적 개방성을, 무리하게 보안이라는 이유로 훼손한다는 등의 비난을 피하기 위해서는 정부합동청사의 사무 공간 배치와 이용자의 이용목적 및 이용 시 청사 내 동선을 분석할 필요가 있다. 개방형 청사의 취지를 일정부분 유지하면서 국가보안시설로서의 지정 필요성에 부합하는 구역을 따로 설정·운영하는 방안도 현실적이라고 판단된다.

영문 초록

Even if it is classified as a general facility, there is a need to designate additional national security facilities and strengthen security of facilities for national facilities that can greatly affect people s lives in the event of an accident. In recent years, the perception that the government should also enhance its ability to cope with crisis situations, such as strengthening surveillance activities due to increased threats to government offices, such as illegal activities by civil petitioners and violent intrusion of protesters, is also in line with this move. In particular, despite its importance, the joint government building has not been managed and evaluated as a key national base and executed at the level of national security management so far, making it difficult to establish a protective posture when signing a national defense agreement with military units and police stations or declaring an integrated defense situation. Furthermore, the need to operate a crisis response organization to cope with terrorism and crisis situations and immediately respond to crisis situations and reorganize it into a government office security system with the ability to cope with crises or overcome them. When it comes to the designation of security ratings for government offices, I think the most ideal combination is to ensure that security and benefits can be caught through the separate operation of security zones and free zones, despite the designation of security ratings for government offices. In order to avoid criticism such as damaging the inherent openness of the joint government office building on the grounds of excessive security, it is necessary to analyze the purpose of the office space of the joint government office building, the purpose of users use, and the route in the office building when using it is used. It is also considered realistic to set up and operate a separate zone that meets the need for designation as a national security facility while maintaining the purpose of the open building.
