전월세 대책이 아파트 전세가격에 미치는 영향에 관한 연구

국문 초록

본 연구의 목적은 서울과 경기도를 중심으로 2009년 이후 전월세 대책들이 아파트 전세가격에 영향을 미치는지를 알아보는데 있다. 연구결과의 요약은 이명박정부와 박근혜정부, 문재인정부의 10여년을 거치면서, 지금까지의 전월세 대책은 수요와 공급의 시장상황을 정확히 파악하지 못함에 따라 적절한 대책을 세우지 못한 결과로 전월세 대책의 효과가 거의 없는 것으로 판단되었다. 이명박정부는 매매가격의 재고물량 증가와 전세가격의 물량부족 때문에 임대주택 등 공급완화정책을 제시하였고 실제로 이명박정부 말기에는 서울에 전세가격을 하락시키기도 하였다. 하지만, 많은 대책에도 불구하고 효과는 미미하였다고 볼 수 있다. 박근혜정 부 들어서 서울의 경우 전세가격이 상승하지는 않았지만, 경기도의 전세가격 상승세가 이어지게 되어 정책적 효과는 없다. 문재인 정부에 들어서면서, 미분양이 대폭 감소하여 공급이 부족한 상황에서 공급은 늘리지 않았 고, 투기수요만 억제하는 상황이 되었다. 이에 대한 반작용으로 매매가격은 더욱 더 상승하였고, 안정적으로 유지되었던 전세가격도 증가하기 시작하였으며, 2020년 7월 30일 주택임대차보호법의 개정으로 인해 전세가 격이 폭등하게 되었다.

영문 초록

1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to find out whether measures related to rental housing policy after 2009 affect apartment chonsei prices, focusing on Seoul and Gyeonggi-do. (2) RESEARCH METHOD This study employed the fixed effect model and random effect model to achieve the major objectives of this study. (3) RESEARCH FINDINGS The implications of this study are as follows. First, the empirical analysis of the effect of the apartment chonsei price through the rent countermeasures that there are few previous studies will be suggestive at the present time. Second, in this study, the effect of the rent countermeasure, which was not previously studied, was made possible because the timing of the rent countermeasure was made into a dummy variable through panel data, so it will be meaningful in methodology as well. Time series and cross-sectional data are possible through such panel data, and it has become a powerful research as dummy variables as well as parallax are presented together. 2. RESULTS After 10 years of the Lee Myung-bak administration, the Park Geun-hye administration, and the Moon Jae-in administration, the rent countermeasures so far have not been able to accurately grasp the market conditions of demand and supply. The Lee Myung-bak administration proposed a supply mitigation policy such as rental housing due to the increase in inventory of the trading price and the shortage of the chonse price. However, despite many measures, the effect can be seen as insignificant. In the case of Seoul after the Park Geun-hye administration, chonse prices did not rise, but there was no policy effect as chonsei prices continued to rise in Gyeonggi Province. Upon entering the Moon Jae-in administration, unsold pre-sales decreased drastically, and supply did not increase in a situation where supply was scarce, and speculative demand was suppressed. In response to this, the sale price increased further, and the chonse price, which had remained stable, began to increase, and the chonse price surged due to the amendment of the Housing Lease Protection Act on July 30, 2020.
