성곡(省谷)의 눈으로 본 남북경협 발전 잠재력

국문 초록

현재 교착상태에 빠져 있는 남북한의 경제 교류·협력 활성화를 통한 남북관계 발전을 위한 방안 모색하는데 성곡(省谷) 김성곤(金成昆) 선생의 지혜와 경험은 중요한 시사점을 제공한다. 정치인으로서 성곡은 극심한 좌우 대립의 해방 정국에서 좌우익 계파를 넘나들며 거중 조정의 역할을 했고, 그 후에도 남한의 적대적 대결의 정치 풍토에서 특유의 협상력을 발휘하며 여야 의원 간 막후조정의 중심역할을 한 경력을 가지고 있다. 이러한 경력은 남북 간뿐 아니라 남남 간에도 전개되고 있는 첨예한 갈등과 대립을 해소하는 방안을 모색하는 데 중요한 참고가 된다. 경제인으로서도 성곡은 한국의 경제발전에 큰 업적을 남겼다. 그가 남긴 업적 가운데 특히 제조업, 토목건축, 지하자원 개발, 스포츠 산업 등 분야에서의 성과는 북한의 경제발전 상황과 현재 경제 수준 및 단계의 필요를 고려하면 남북경협에 중요한 참고가 된다. 이러한 문제의식에서 출발하여 이 논문은 정치인과 기업인으로서 성곡의 지혜와 경험을 재조명하면서, 그의 눈으로 향후 재개될 남북경협의 목표와 실천 방향을 논한다.

영문 초록

In seeking ways to develop inter-Korean relations through vitalization of economic exchanges and cooperation between the two Koreas, which are currently in a stalemate, the wisdom and experience of Sungkok provide important implications. As a politician, Sungkok played the role of a mediator by crossing the left and right sides in a situation which extreme left-right confrontation progressed immediately after liberation from Japan. Since then, he has demonstrated a unique bargaining power in the political climate of hostile confrontation in South Korea and has played a central role in the back-end coordination between the ruling and opposition lawmakers. His career is an important reference in resolving the sharply unfolding conflict between the two Koreas as well as within South Korea. As a business man, Sungkok made great achievements in South Korea s economic development. Among his achievements, the ones especially in the fields of manufacturing, civil engineering, underground resource development, and sports industry are important references to the inter-Korean economic cooperation according to the needs of the current economic level and stage, taking into account the economic development situation in North Korea. This article examines the wisdom and experience of Sungkok as a politicians and an entrepreneur, and discusses the goals and directions of the inter-Korean economic cooperation to be resumed in the future with his eyes.
