노인장기요양보험제도 향상방안

국문 초록

본 연구는 우리나라의 노인장기요양보험제도의 문제점을 제시하고 그에 대한 개선방안을 밝히는데에 그 목적이 있는 문헌연구이다. 2019년 현재 6월은 노인장기요양보험제도 시행 11년차에 도래한 즈음으로써 대상자 범위 및 혜택의 확대, 전달체계의 개선, 인프라의 확충 등의 변화를 가져왔다. 제도의 성공적 정착을 위해 지속적인 수정, 보완, 개정을 통해 많은 변화를 가져왔으나 노인장기요양보험제도에 대한 문제점 또한 지속적으로 제기되고 있으며 이의 개선방안 마련이 요구되고 있으며, 이를 위하여 현재 제도관련 논의되고 있는 쟁점들에 대하여 Gilbert & Specht의 네가지 분석의 틀 중심으로 살펴보고, 우리나라 노인장기요양제도의 문제점에 대한 보다 합리적인 개선방안을 제시하였다. 본 연구의 특성상 우리나라 및 복지선진국의 장기요양보험제도에 대한 자료 획득에 있어서 공공기관의 자료와 국·내외의 문헌 위주로 이루어졌기 때문에 한계점을 가지며, 향후 우리나라 장기요양보험제도의 개정에 따른 욕구변화와 다양한 특성을 나타내는 국가와의 비교 연구 중심으로 지속적인 후속 연구들이 이루어져야 할 필요성이 있다.

영문 초록

This study is a literature study with the purpose of presenting the problems of the long-term medical care insurance system for the elderly in Korea and clarifying measures for improvement. As of 2019, the June 11th anniversary of the implementation of the long-term medical care insurance system for the elderly has brought about changes in the scope and benefits of the target population, improved communication systems, and expanded infrastructure. The issues of the long-term care insurance system for the elderly, which has brought many changes through continuous amendments, supplements, and revisions to ensure the success of the system, are also being continuously raised, and there is a need to create countermeasures. For this reason, he focused on Gilbert & Specht s four analytical frameworks on the issues under discussion related to the current system, and presented more rational measures to improve the long-term care system for the elderly in Korea. Due to the nature of this research, the acquisition of materials for the long-term medical care insurance system in Korea and advanced welfare countries was limited to public institutions and national and domestic literature, and thus has limitations. There is a need for ongoing follow-up research, focusing on comparative research with countries that show changes in needs and various characteristics due to the reform of the insurance system.
