국문 초록

본 연구의 목적은 독도산업진흥법의 제정 방향을 제시하는 데 있다. 이상과 같은 연구목적을 효율적으로 달성하기 위해 시간적 범위는 독도 관련 법률이 처음 제정된 1997년부터 2020년 현재까지로 하였으며, 공간적 범위는 국내로 한정하였다. 내용적 범위는 타 산업진흥법의 입법사례를 조사･분석하고, 이를 토대로 독도산업진흥법의 제정 방향을 제시하는 것으로 한정하였다. 접근방법은 역사적 접근방법을 사용하였고, 조사방법은 문헌조사법과 인터넷조사법을 병행하였으며, 분석방법은 기술적(記述的) 분석방법을 사용하였다. 연구 결과, 독도산업진흥법의 제정방향으로는 첫째, 독도산업계를 대표하는 한국독도산업협회가 독도산업이 당면한 문제점을 극복하고 발전할 수 있는 법안을 먼저 제시하고 둘째, 관련부처가 이원화되어 있는 상황에서 입법의 용이성을 위해 의원입법을 통한 법률제정을 유도하며 셋째, 법률의 내용으로는 독도제품 개발 용이, 판로개선과 세제 혜택, 진흥단지 조성을 통한 융･복합산업으로 개발, 우수 인력양성과 협회 지원, 우수제품 인증을 통한 제품 질의 향상, 지방자치단체의 지원방안 등이 제시되어야 할 것으로 나타났다.

영문 초록

The purpose of the present study is to suggest the direction for enacting the Dokdo Industry Promotion Act. To achieve the above research purpose efficiently, this study set the temporal scope from 1997 when the laws related to Dokdo was first enacted through 2020 and the spatial scope to South Korea. The scope of contents was limited to the survey and analysis of the cases of legislation of other industry promotion acts and the presentation of directions for the enactment of the Dokdo Industry Promotion Act based on that. As an approach method, a historic approach was made. As survey methods, the literature review method and the Internet survey method were utilized in parallel. As an analysis method, the descriptive analysis method was used. As a result of the analysis, directions for the enactment of the Dokdo Industry Promotion Act were as follows: First, the Dokdo Industry Association of Korea that represents the Dokdo industry should present a bill to overcome questions in hand and develop. Second, in the situation in which the related government departments are separated into two, it would be necessary to induce the enactment of the Act through legislation by Assembly members for the facilitation of the legislation. Third, the following contents of the Act should be proposed: The ease of the development of Dokdo products, market improvement and tax benefits, development into a convergence industry through the construction of a promotion complex, the training of excellent manpower and the Association’s support, the enhancement of the quality of products through the certification of good products, and measures for local governments’ support.
