국문 초록

효율적인 공간정보 DB 갱신을 위하여 법･제도 연구를 통하여 국가공간정보체계도를 작성하였다. 국가공간정보체계는 관리기관과 공간정보체계로 구분된다. 관리기관은 중앙행정기관, 지방자치단체, 공공기관, 민간기관이고 공간정보체계는 H/W, S/W, DB, 인적자원이다. 공간정보 DB 갱신에 있어 가장 중요한 관리기관은 갱신대상물을 직접 관리하는 지방자치단체이다. 이는 지방자치단체에서 제정하여 운영하고 있는 공간정보 관련 조례분석을 통하여 확인되었다. 따라서 효율적인 공간정보 DB 갱신을 위한 법･제도 개선사항으로 첫째, 공간정보 소관청 도입을 위한 법 개정(안)을 마련하였다. 둘째, 공간정보 제도화를 위한 기관별 역할을 제시하였다. 셋째, 명확한 업무추진을 위해 공간정보 총괄부서 지정(안)을 도출하였다. 향후 연구로는 이러한 연구의 구체적인 실행 연구가 지속되길 기대한다.

영문 초록

A national spatial information system diagram was created through legal system research for efficient spatial information DB update. The national spatial information system is divided into a management organization and a spatial information system. Management institutions are central administrative agencies, local governments, public institutions, and private institutions, and spatial information systems are hardware, software, DB, and human resources. A local government which directly manages an object to be updated is the most important management organization for updating the space information DB. This was confirmed through analysis of the regulations related to spatial information established and operated by local governments. Therefore, as a legal system improvement item for efficient spatial information DB update, first of all, a legal amendment (proposal) for the introduction of a spatial information authority has been prepared. Secondly, we presented the role of each institution to institutionalize spatial information. Third, for the purpose of clear business promotion, the designation of the spatial information general department (proposal) was drawn up. As for future research, we hope that concrete implementation research of such research will continue.
