전남 농어촌 학교 실태와 발전 방향

국문 초록

1982년부터 추진된 학교 통폐합 드라이브는 재정지원사업이라는 유인책을동반하면서 불만을 무마시키는 방식으로 진행됐지만, 후과는 매우 심각했다. 전남은 이 과정에 정책의 주체로서 대응하지 못했다. 주민직선 교육감 시대의 변화를 접하면서부터 이 문제를 보다 직접적으로 다루려는 시도를 벌였다. ‘농어촌교육 살리기’(민선1기) 또는 ‘작은학교 희망 만들기’(민선2기)를통해 정책적 대응을 시작했다. 하지만 정책사업의 최종 지향은 학생 수와 학교 수 유지에 머물렀다. 전남의 혁신학교 정책이 제1의 역점사업으로 추진됐지만, 정책 간 접점을 찾지 못한 채 개별사업 단위로 분산되고 말았다. 민선3 기 전남교육은 학교혁신의 가치와 성과를 토대로 농산어촌과 원도심 작은학교의 문제를 접근함으로써 지역교육력 제고와 지역 활성화를 함께 도모할 수있는 방향 전환을 시도하고 있다. 그 일환이 ‘전남형 미래학교’ 추진이다. 전남형 미래학교는 다양한 학교 모형을 허용할 수 있도록 교육과정뿐만 아니라교원자격 운영 등의 법적·제도적 개선까지도 사고할 수 있는 학교의 상을 그리고 있다.

영문 초록

Initiated year about 1982, the central government s drive for consolidation of schools in South Korea, was carried out in a manner that relieved immediate dissatisfaction with the incentive of a financial support project, but the aftermath was very serious. The Education office of Jeonnam Province(전라남도교육청) was unable to respond to this process as a subject of those educational policies. As the superintendent of education was directly elected by the residents, a series of attempts to deal with the problem were more directly taken. However, the final goal of various policies and projects remained only in maintaining the number of students and schools. The “Innovation Schools”(혁신학교) policy in Jeonnam was promoted as the first focus project, but the intersection of small schools and innovative schools was not considered deliberately. Jeonnam Education for the 3rd term of civil elections is attempting to change the direction of promoting regional education and vitalization by approaching the values and achievements of school innovation. Part of that is the promotion of the “Jeonnam-type Future School”(전남형 미래학교). It draws an image of a school that can think about not only the curriculum but also legal and institutional improvements such as the management of teacher qualifications to allow for various school models.
