농어촌지역 소규모학교 초중등 연계 교육과정 운영 방안

국문 초록

급격한 학생수 감소에 따라 소규모학교가 증가하고 있다. 그 동안 정부에서는 이른바 ‘학교규모 적정화’ 논리에 따라 소규모학교 통폐합 정책을 진행해 왔다. 그러나 이 연구에서는 학생수 감소를 ‘위기’라기보다는 ‘공교육을새로운 관점에서 재구조화할 수 있는 기회’로 보고, 소규모학교 교육과정의강점을 공교육의 보편적 원리로 확대할 수 있는 가능성을 모색하였다. 일부농어촌지역 소규모학교에서는 초중등 연계 교육과정을 통해 학생 유출이라는위기 상황에 대해 적극적으로 대처하고 있다. 이러한 초중등 연계 교육과정의 궁극적 목적은 학생의 전인적 성장을 지속적으로 지원하는 것이다. 따라서 초중등 연계 교육과정은 농어촌지역 소규모학교 뿐만 아니라 모든 학교에보편화될 필요가 있다. 이를 위해서는 초중등 연계 교육과정의 비전을 공유하고, 초중등 연합 교원학습공동체를 운영해야 한다. 또한 초중등 연계 교육과정의 확대를 위한 다양한 정책적 지원이 마련되어야 한다.

영문 초록

Small schools are increasing due to a rapid decrease in the number of students. The the government has been integrating small schools in accordance with the so-called “school-size adequacy” logic. However, this study looked at the decrease in the number of students as an “opportunity to restructure public education from a new perspective” rather than a “crisis” and explored the possibility of expanding the strengths of the small school curriculum as a universal principle of public education. Some small schools in rural areas are responding to the crisis of student outflow through the elementary-secondary articulated curriculum. The ultimate purpose of this curriculum is to continuously support the holistic growth of students. Therefore, the elementary-secondary articulated curriculum needs to be universalized not only in small schools in rural areas but also in all schools. To do this, we should share the vision of the elementary-secondary articulated curriculum and operate the elementary and secondary union teacher learning community. In addition, various policy support should be provided to expand the elementary-secondary articulated curriculum
