1906년 일본군 安東縣軍政署의 鴨綠江 하구 조사의 성격과 의의

국문 초록

본문에서는 『黃草坪關係書(1906~1909)』, 『國境附近島嶼及沙洲ニ關スル調査』, 『明治三十七八年戰役 滿洲軍政史』 등의 자료를 통하여 1906년 일본군 안동현군정서의 압록강 하구 조사의 배경과 그 내용, 그리고 그 조사에서 수집된 자료의 활용에 대하여 살펴보았다. 일본은 1870년대부터 조선의 영해와 영토를 측량하였지만 그 범위가 한반도 전역에 미치지 못하였다. 그러나 러일전쟁 이후 그 동안 미루어져 왔던 청과의 압록강 국경문제가 외교문제로 부상하고 한국 정부의 행정력 공백을 틈탄 평안도 주민들의 공토 점유나 매각 등의 행위가 빈번하였다. 일본은 이러한 문제 처리를 위하여 압록강 하구에 대한 새로운 정보가 필요하였다. 1906년 5월부터 8월까지 진행된 용암포파출소장 成田正의 압록강 하구 조사는 바로 이러한 상황을 배경으로 진행되었다. 成田正 소장의 당시 조사에는 압록강 수로는 물론 압록강 하구 도서와 사주들의 有無人島 여부, 지역의 仁情, 風俗, 舊慣 등 광범위한 대상이 포함되었다. 이 점에서 당시 압록강 하구 조사는 단순한 측량이 아니라 장래 한국 지배를 염두에 둔 정보수집 활동이었다. 이때 수집한 자료들은 이후 일본이 압록강 국경문제를 파악하는 기본 자료로 활용되었다. 또한 그 침략적 성격에도 불구하고 압록강 하구에 대한 본격적인 조사였다는 점에서 의의가 있다.

영문 초록

The main aim of this article is to account for historical background and characteristics of investigation on the mouth of Aprok River(鴨綠江) by Japanese military government office of Andong district(安東縣軍政署) in 1906 with analyzing on texts such as Reports on Hwangchopyoung, an island in Aprok River, 1906~1909(『黃草坪關係書(1906~1909)』 and Reports on islands in near the Korea-China frontier(『國境附近島嶼及沙洲ニ關スル調査』). Japan had surveyed Korea territory and sea line without any restrain since 1876. The coverage of survey before the Russo-Japanese War could not extend to the northern parts and Korea-China frontier areas, such as Aprok River. However, it was essential to have new information on near Aprok river mouth due to the fact that Japan’s win over Russia and rule domination on Korea and Manchuria. As a results of Japan’s win, it was Japan that had to deal the boundary issue between Korea and China before war. Japan also had to control Korean’s illegal occupation on public land in the near Aprok River. For these reasons, Japan had to find references to understand how to make arrangement to. It was from May to August in 1906 that survey on by Narita Sei(成田正), a Japanese Army officer, from Japanese military government office of Andong district. Narita’s exhaustive probe covered from survey on Aprok River to people’s life in the near Aprok River. And he made an quick reported to military government office of Andong district and Japan government edited his information to know the area. It was the Narita’s reports that to know people and land’s condition and Japan’s plans for Korea-China boder in the Japanese colonial era. And it was very helpful to understand the natural condition of in the mouth of Aprok River before 1945 despite the fact that his survey was unjust.
