국문 초록

이 글의 목적은 1910년대 일본에서 식민지 개발을 위해 조선에 발행했던 사업공채의 정책적 양상과 특징을 살펴보는 것이다. 조선사업공채는 공채발행사업의 선정이나 발행액의 책정 등 관련 정책 전반이 일본 대장성의 관할 아래 있었다. 따라서 대장성과 조선총독부 간의 긴밀한 정책조율이 필요했다. 하지만 1910년대는 일본경제가 불황과 호황을 반복하던 혼란기였으며, 일제의 식민지 조선에 대한 지배정책이 아직 시행착오를 겪는 시기였다. 이러한 상황은 1910년대 조선사업공채 정책이 난맥상을 드러내는 원인이 되었다. 그리고 1차 대전으로 인한 호황과 대륙침략정책이 추진되자 비로소 단기차입금의 형태를 벗어날 수 있었다.

영문 초록

This paper aims to examine policy aspects and characteristics of industrial bonds issued in Joseon by the Japanese government for colonial development during the 1910s. Overall policies relevant to Joseon’s industrial bonds, like project selections for bond issuance or determination of issued amounts, were under the jurisdiction of Japan’s Ministry of the Treasury. It, therefore, required close policy coordination between the Ministry of the Treasury and the Governor-General of Joseon. The 1910s, however, was a chaotic period for Japanese economy as it cycled between recessions and booms, while it was also a period of trial-and-error for Japanese colonial rule over Joseon. Such circumstances contributed to the emergence of disorder in policies for Joseon’s industrial bonds in the 1910s. It was only after the economic boom due to the World War I and the implementation of continental invasion policies that the bonds were able to escape from the form of short-term loans.
