대곡천 암각화군의 보존·관리와 지역사회의 역할

국문 초록

본 연구는 대곡천 암각화군의 유네스코 세계유산 등재 과정 검토, 세계유산 등재 관련 지역사회의 개념과 범위 설정, 세계유산 등재를 위한 지역사회의 역할, 지속가능한 보존·관리 및 세계유산 등재 기여방안 등을 탐색하였다. 세계유산 등재과정이 최근에는 지역공동체와 민간 주도로 변화하고 있으며, 가장 중요한 지역사회의 역할 중의 하나가 지역사회 중심의 세계유산 등재추진위원회의 설립과 활동이다. 대곡천 암각화군의 경우 잠재목록 등재 이후 10년 만에 지방자치단체 주도로 세계유산등재추진위원회가 설립되어 운영되고 있지만 지방정부 주도의 세계유산등재보다는 지역주민 주도의 시민 거버넌스 확립을 통한 세계유산등재 노력이 필요하다. 또한 세계유산위원회의 결정과 운영가이드라인의 변화에 대처하고 현안 연구와 정보 획득 및 유산의 홍보 등을 전담할 세계유산전담센터의 설립이 시급하다. 대곡천 암각화군의 세계유산 등재를 위해서는 OUV 규명과 더불어 유산지역과 완충지역의 연계 및 보전관리 등에 대한 명확한 보완과정이 필요하다. 또한 대곡천 암각화군의 세계유산 등재와 등재 이후의 지속 가능한 보존과 관리를 위하여 암각화 역사축제, 고래를 매개로 하는 연계상품 개발, 스토리 두잉(story-doing), 암각화 관련 콘텐츠 개발, 방문객 친화형 탐방시설, 유산지역과 완충지역의 공원화, 개별 암각화의 형상화를 통한 브랜드화 등이 요청된다.

영문 초록

This study explored the review of the UNESCO World Heritage listing process of Daegokcheon Petroglyphs, the concept and scope of the community related to the World Heritage listing, the role of the community for the World Heritage listing, sustainable conservation and management, and ways to contribute to the World Heritage listing. The listing process has recently changed to be led by the local community and the private sector, and one of the most important roles of the community is the establishment and activities of the community-oriented World Heritage Listing Promotion Committee. In the case of Daegokcheon Petroglyphs, the committee was established under the leadership of local governments 10 years after the listing of potential lists, but it should play a central role in establishing citizen-led governance in the region. In addition, it is urgent to establish a World Heritage Center to cope with changes in the World Heritage Committee s decision and operation guidelines and to take charge of researching pending issues and obtaining information. In order to register the Daegokcheon Petroglyphs as a World Heritage site, a clear supplementary process is needed to identify the OUV and to preserve the heritage and buffer areas. In addition, for the sustainable preservation and management of Daegokcheon Petroglyphs, a petroglyph festival, whale related tour program, story-doing, the development of petroglyph related contents, visitor-friendly exploration facilities, park development in heritage and buffer areas, and branding through the shape of individual petroglyphs.
