보호관찰소 입지관련 지역주민의 심리적 요인에 관한 연구

국문 초록

이 연구는 보호관찰소 입지관련 지역주민과의 마찰문제에 주목했다. 보호관찰소의 입지는 특히 지역사회의 님비현상과 관련될 수 있을 것이다. 기사, 인터뷰, 선행연구를 통해 두려움, 불안, 잠재적 위협 등이 님비현상이 발생 될 수 있는 핵심 요인임을 확인했으며, QGIS를 통해 입지지역과 핵심요인관의 관계를 살펴보고 최근 설립된 지역과의 입지관력 전략 및 노력에 대한 SWOT분석을 통해 추후 보호관찰소 입지에 대한 효율적인 근거를 마련하고자 했다. 성남보호관찰소를 비롯해 입지선정과 설립 이후의 과정을 비교할 수 있는 보호관찰소에서는 학교, 경찰서 등의 요인이 지역 주민의 님비현상에 원인이 될 수 있다는 결론을 얻었다. 또한 SWOT분석을 통해 입지 이후의 전략에 대해서도 각 보호관찰소의 다양한 전략들을 확인하고자 했다. 분석결과 입지전의 QGIS에서는 교육기관과의 거리가 상당히 큰 님비현상의 요인일 것으로 예측할 수 있었다. 또한 SWOT분석에서의 강점은 지역사회와 연계된 입지전략이 가능하다는 점이며, 단점은 잠재적 위협에 대한 시민의 인식, 혐오시설로서의 인식 등으로 정리할 수 있었다. 위기의 부분은 보호관찰대상자에 대한 기관의 역할을 제대로 수행할 수 있는 지역을 우선적으로 감안할 수 없다는 것이며, 기회는 그럼에도 불구하고 이미지 개선의 터닝포인트로 활용할 수 있다는 점이다. 따라서 이에 대한 WT전략과 SO전략을 통해서 추후 입지여건의 보완에 대한 제언을 시도하고자 했다.

영문 초록

This study focused on the issue of friction with local residents about the location of the Seongnam Probation Office. The location of the probation station could be particularly related to the nimbi phenomenon in the community. Through articles, interviews, and prior research, it has been confirmed that Fear, anxiety, and potential threats are the key factors that can cause the Nimbi phenomenon, and through QGIS, the relationship between the location area and the key factors was examined, and the strategy of location strength with the recently established area and Through SWOT analysis of the efforts, we tried to establish an efficient basis for the location of probation offices in the future. It was concluded that at the Seongnam Probation Office and other probation offices where location selection and post-establishment processes could be compared, factors such as Fear, anxiety, and potential threats could contribute to the Nimbi phenomenon of local residents. In addition, through SWOT analysis, we tried to confirm the various strategies of each probation office for the post-location strategy. As a result of the analysis, it could be predicted that in QGIS before the location, the distance from the educational institution is a factor of the Nimbi phenomenon, which is quite large. In addition, the strength of SWOT analysis is that a location strategy linked to the local community is possible, and the disadvantages can be summarized as citizens perceptions of potential threats and perceptions as hate facilities. The part of the crisis is that it is not possible to prioritize areas that can properly perform the role of institutions for probation targets, and opportunities can be used as a turning point for image improvement nonetheless. Therefore, through the WT strategy and SO strategy, we tried to make suggestions for supplementing the location conditions in the future.
