국문 초록

오늘날 저유가 상황은 공급과잉이라는 석유 시장의 구조적인 문제점에서 시작되었다. 2014년 하반기부터 시작된 저유가에 대한 OPEC의 초기 대응은 회원국들의 원유 공급을 그대로 둔 채 원유 수요증가를 통한 유가 상승이었다. 하지만 산유국들의 바램과 달리 더딘 수요회복에 저유가 기조가 장기화하자 OPEC은 2016년 9월 원유 공급 조절을 통한 유가 인상이라는 큰 틀에 합의하였다. 이는 시장점유율 유지에서 유가 방어로 전략 수정을 의미하는 것이었다. OPEC 회원국들이 감산을 통한 유가 방어로 전략을 수정하는 과정에서 2016년 12월 러시아를 포함한 11개 비OPEC 산유국들도 감산 협력에 동참하였다. 소위 OPEC플러스(+) 주요산유국연합체가 출범하게 된 것이다. OPEC+는 유가 방어를 위해 2017년 1월 1일부터 지금까지 감산 합의를 이행해 오고 있다. OPEC+ 각료회의 감산 결정이 국제유가의 향방을 크게 좌우하면서 OPEC+는 세계 언론의 집중 조명을 받아 오고 있다. 본 논문은 OPEC+가 출범하게 된 배경과 함께 OPEC+의 감산 합의 내용 및 이행 과정이 석유 시장에 미친 영향을 살펴보고 이에 대한 분석을 통해 향후 석유 시장에 대한 전망과 함께 OPEC+의 미래를 예측해 보고자 한다.

영문 초록

Since mid-2014 crude oil prices have dropped precipitously, mainly due to recent increases in U.S. shale oil and gas production. Until the 169th Meeting of the OPEC Conference, OPEC members led by Saudi Arabia had decided to produce 30 mbd instead of reducing their production to support oil prices. Because of the unsuccessful effort in the 1980s to protect oil prices and the expectation of an oil price increase in the near future caused by the dicouragement of an increase in shale oil production and growth in global oil demand, OPEC decided to adhere to a strategy to defend market share. However, oil prices remained low in 2016 and Saudi Arabia, which plays a major role in OPEC, was running out of money. Since Saudi Arabia needed the Aramco IPO cash to diversify its economy, it decided to change its strategy within OPEC to defend oil prices at the 170th Meeting of the OPEC Conference. In December of 2016, OPEC and other oil producing allies, known as OPEC Plus(+), agreed to cut production in order to boost oil prices. This paper attempts to analyze OPEC+ production agreements and their impact on the world oil market since the first OPEC and non-OPEC Ministerial Meeting in December 2016. The analysis will provide us with factors that will affect the global oil market in the future.
