국문 초록

이 글은 수시 개정 체제로 바뀐 ‘교육과정 개정’과 관련하여 우리만의 빛깔을 가진 교육과정, 좀 더 나은 국가수준 교육과정을 만드는 데 도움을 주고자 쓴 글입니다. 본문은 크게 두 가지로 나누었는데 하나는 좀 더 우리다운, 우리 빛깔이 나는 ‘교육과정학’을 만들기 위해 갈말(학술용어)을 다듬어 보자는 것입니다. 나머지 하나는 좀 더 나은 교육과정을 마련하고자 할 때 교육과정 개발, 운영, 성과의 각 단계별로 놓치고 있는 것들을 살펴보고 하나씩 챙겨갈 것을 제안하였습니다. 먼저 갈말(학술용어)과 관련하여 ‘교육과정’이라는 말과 ‘개정’이라는 말을글쓴이 나름대로 ‘갈배움길 고치기’라고 다듬어 보고 더 나은 말들을 만들어갈 것을 제안하였습니다. 이어서 교육과정 개발 단계에서는 ‘요구분석’과 관련하여 더 알찬 요구 분석으로 교육과정 개정의 첫 단추를 잘 꿸 것을 제안하였습니다. 그리고 설문조사 개정 교육과정에서 처음 나오는 ‘핵심역량’과 관련해 ‘핵심역량’을 좀 더구체적으로 밝히되 그 수를 줄인 다음 각론 개발자들의 이해를 높일 필요가있다는 것을 ‘자기관리 역량’과 국어 교과의 ‘고유어(토박이말)’ 관련 성취기준삭제와 관련지어 살펴보았습니다. 그리고 교수 요목기 때 일본식 한자어를 토박이말로 바꿔서 교과서를 만들었던 보기를 통해 진정한 학습자 중심이라 할 수 있을 쉬운 말로 된 교육과정과 교과서를 마련해 나갈 것을 제안하였습니다. 교육과정 운영단계에서 학습자 특성, 반응, 교과서와 교사용 지도서 개발, 교사, 학부모 연수 등에 대한 평가를 실시할 것을 제안하였습니다. 교육과정 성과단계에서 실험용 교과서 적용 연구와 같이 교과별 교육과정실행 연구학교를 지정 운영함으로써 성취기준 하나하나에 대한 객관적 성취도를 평가하고 그 결과를 바탕으로 교육과정 개정 때 성취기준을 조정하는근거로 삼을 것을 제안하였습니다. 무엇보다 더 나은 국가교육과정 마련을 위해 교육과정 및 교육과정 평가이론에 있는 절차와 내용을 충실하게 따르고 관련 선행 연구에서 제시한 교과별 교육과정 평가 준거에 따른 꼼꼼한 평가가 이어져야 할 것입니다. 그 과정 속에 충분히 토론하고 소통할 시간을 넉넉하게 확보한 다음 느긋한 마음으로 천천히 교육과정을 개발, 운영, 평가함으로써 우리만의 빛깔을 가진 교육과정, 더 나은 교육과정을 만들어 갈 수 있을 거라 믿습니다.

영문 초록

This article was written on “curriculum revision,” which frequently takes place as part of efforts to create a better national curriculum that reflects the national characteristics of Korea. The text can be divided into two main parts. In the first part, I addressed the issue of galmal (academic terminology) and proposed changes so that the “curriculum studies” offered in Korea could be made more unique to the culture and environment of Korea. In the second part of the text, I provided an overview of areas of improvement at each curriculum stage (development, implementation, and evaluation) and suggested ways to establish a better curriculum. First of all, in relation to the galmal (academic terminology), I refined the words “gyoyuggwajeong” and the word “gaejeong,” reflecting both ideas in the term “galbaeumgil gochigi,” which can be translated as “correcting the way of learning.” At the curriculum development stage, I suggested first steps that should be taken to revise curriculum using more meaningful demand analysis. I also asserted that “Core Competencies” should be outlined in greater detail in relation to the “Core Competencies” that first appeared in the 2015 Revised Curriculum. Additionally, I addressed the need for curriculum developers to improve their understanding of certain curriculum elements, and advocated the elimination of achievement standards related to “Self-management Competencies” and “Native Language”(tobagimal in Korean). In addition, I stated that curriculum and textbooks should be prepared ineasier ways—such as by transforming Japanese-style Chinese characters to native Korean words in the Syllabus Period—to make educational texts truly learner-oriented. Furthermore, I suggested the evaluation of learner characteristics and responses, the development of textbooks and teacher’s guidebooks, and the training of teachers and parents. I suggested designating and operating curriculum research schools for each subject, similarly to those used for the creation of experimental textbooks, to objectively evaluate achievement standards. I further suggested that these evaluations by specialized research schools be used as the basis for adjusting achievement standards during curriculum revisions. Above all, in order to establish a better national curriculum, it is necessary to faithfully follow the procedures and contents outlined in existing curriculum and curriculum evaluation theory. It is equally important to thoroughly evaluate curriculum based on the evaluation standards for each subject, as established by relevant prior studies. By slowly developing, implementing, and evaluating curriculum and securing enough time for discussion and communication, I believe that we will be able to create a better curriculum that better reflects the characteristics of Korea as a nation.
