국문 초록

누적되는 경영적자를 해소하고 운영의 효율화를 목적으로 2004년 철도는 건설과 운영을 분리하였다. 그러나 적자의 폭은 지속적으로 증가하였다. SR 출범으로 경쟁을 통해 적자해소와 운영의 효율화를 도모하고자 하였지만 경쟁으로 인한 효과는 찬성, 반대 의견이 분분하다. 경쟁을 찬성하는 의견은 과도한 인건비, 복지후생, 운영의 비효율성, 방만 경영을 해결하기 위해서는 독점에서 경쟁으로 전환해야 한다는 것이다. 즉, 경쟁을 통해 부채 감축에 대한 노력, 서비스 개선이 증대된다는 것이다. 그러나 부채 누적의 원인이 정부의 정책 실패라고 판단하는 의견은 경쟁으로 인한 폐해가 더 크다는 것을 지적하고 있다. 즉, 잘못된 경쟁은 공공성을 훼손할 수 있다는 것이다. 잘못된 경쟁은 중복투자에 따른 비효율을 발생시킬 수 있다. 노선의 이원화된 통제는 안전에도 위협을 줄 수 있다. 특히 현재의 경쟁은 경쟁이 아닌 지역독점이라는 견해가 있다. SR에게 특혜를 주었다는 것이 이들의 주장이다. 본 연구는 우선 한국철도공사의 입장에서 분석하였다. 본 연구는 한국철도공사의 입장에서 분석하였다. 그러나 향후 연구에서는 SR의 입장에서도 분석하고자 한다. 이를 통해 객관적인 결론에 이르고자 한다. 본 연구의 분석결과에 의하면, 현재의 경쟁체제는 누적부채의 잘못된 원인 진단으로부터 시작하였다. 경쟁보다는 수요가 많은 지역에 대한 SR의 독점적 측면이 있다.

영문 초록

In 2004, railways separated construction and operation for the purpose of eliminating accumulated deficits and operating efficiency. However, the width of the deficit continued to increase. Although the company wanted to reduce deficits and promote efficiency in operations through competition by establishing SRs, there are many pros and cons of the competition. The opinion in favor of competition is that excessive labor costs, welfare benefits, inefficiency in operations and lax management must be shifted from monopoly to competition. In other words, competition increases efforts to reduce debt, and service improvements. However, the opinion that judges that the cause of the debt accumulation is the government s policy failure points to greater harm from competition. In other words, wrong competition can undermine public character. Wrong competition can cause inefficiency by overlapping investments. The dualized control of routes can also pose a threat to safety. In particular, Current competition is not competition. There is a view that there is a monopoly on the region. They claim that they gave special favors to SR. This study was analyzed from the standpoint of the Korail. However, in future studies, we also want to analyze it from the standpoint of SR. Through this, we intend to reach an objective conclusion. According to the analysis results of this study, current competitive system begins with the diagnosis of the wrong cause of the cumulative liability. There is an exclusive aspect of SR for areas where demand is high rather than competition.
