국문 초록

중소기업은 산업생태계의 주요 주체이며 국가경제 성장의 기반으로, 정부는 중소기업들의 자립화 및 경쟁력 강화를 위한 제반 지원사업을 진행하고 있다. 정부의 중소기업 지원 추진은 계획수립(Plan), 사업수행(Do), 성과분석평가(See) 단계로 이루어지는데, 성과분석 평가단계에서 확보한 중소기업 지원성과 및 수혜기업 만족도 정보는 향후 사업계획 수립에 영향을 미치게 된다. 본 연구는 정부의 기업지원 성과분석 단계에서 수혜기업 만족도 측정과 함께 해당 지원의 중요도를 측정하는 IPA(Importance Performance Analysis) 분석이 필요함을 강조하고, 이에 대한 수행방안을 논의하고자 하였다. 지역 전략산업에 속한 중소기업을 지원하는 지역산업육성사업 지원의 수혜를 받은 기업들이 조사대상으로 선정되었다. 본 연구는 정부의 지원사업이 기업생태계의 압축적 육성을 지향하며 선도적으로 시행되는 것임을 고려하여, 만족도 조사와 함께 중요도 평가가 이루어져야 함을 강조하였다. 또한, 수혜기업에 대한 지원사업을 공공서비스로 인식하여 지원에 대한 결과와 과정을 구분하여 품질평가를 수행한 점에서 의의가 있다고 하겠다. 마지막으로 지원사업 특성(R&D, 비R&D) 및 품질특성(상품, 사회적 책임, 전달, 관계여건)의 다차원 IPA 결과 도출을 통하여, 정부 지원정책이 효율적으로 집행될 수 있는 방안을 제시하였다.

영문 초록

Small and medium-sized enterprises(hereafter, SMEs) are the main players in the industrial ecosystem and are the foundation of national economic growth, thus the Government directly subsidizes the SMEs and indirectly is carrying out various support projects to help SMEs become independent and strengthen their competitiveness. The Government s support for SMEs carries out three stages (i.e., planning, supporting, and performance analysis and evaluation), and the information on the performance of supported SMEs and the satisfaction level of beneficiary companies affects the establishment of the future planning direction. This study emphasized the need for an IPA analysis, which measures the importance of the support, along with measuring the satisfaction of the beneficiary companies, at the stage of the Government s corporate support performance analysis. Companies that have benefited from corporate support for local industrial development projects supporting SMEs belonging to local strategic industries have been selected for the survey. This study emphasizes that importance assessment should be conducted with a satisfaction survey, considering that the Government s support projects are being implemented with the direction toward the compressed development of the corporate ecosystem. In addition, it is meaningful in that the quality evaluation was conducted by distinguishing the service performances and its delivery processes. Also, we suggest considering the supporting project characteristics and quality dimensions to implement the IPA analysis for the Government support performance analysis.
