조선후기 군선(軍船) 운영에 대한 일고찰(一考察) - 대동법(大同法) 시행이 군선(軍船) 운영 체제의 변화에 미친 영향을 중심으로

국문 초록

본 논문은 조선후기 대동법(大同法) 시행이 군선(軍船) 운영 체제에 미친 영향을 중심으로, 조선후기 군선 운영 양상과 그 지향점을 고찰하기 위해 작성되었다. 지금까지의 군선 연구는 대개 군사적 범주 안에서 수군사(水軍史) 혹은 선박사(船舶史) 연구의 일환으로만 진행되었다. 그러나 군선은 대외관계나 외세의 해양침입 가능성 등 군사적 요인 외에, 국가경제적 요인의 변화에도 민감하게 반응하고 있었다. 이를테면, 임진왜란 이후 국가재건 과정에서 시행된 대동법은 조선후기 군선 운영 체제에 적지 않은 영향을 미쳤다. 특히 남해안과 서해안 지역 간 군선 운영의 양상과 그 특징의 차이는 대동법과 깊은 관련을 맺고 있었다. 17세기 대동법 시행으로 공납(貢納)이 지세화(地稅化)됨에 따라, 선운(船運) 소요의 증가가 수반되었다. 도성과 근접해 있던 충청도 지역, 즉 서해안에는 그 미곡량과 운송이 집중되었고, 군선이 조운에 동원되는 것이 불가피하였다. 그 운영의 실상은 각 도별 대동법 시행 규칙인 『호서대동사목(湖西大同事目)』과 『호남대동사목(湖南大同事目)』의 조항 차이를 비교·검토하는 과정에서 엿볼 수 있다. 아울러, 18세기 균역법(均役法)의 실시로 인해 신역(身役) 일부가 지세화(地稅化)되는 현상도 군선이 조운에 전용(轉用)될 필요성을 가중시켰을 것이다. 18세기 후반 정조의 주도로 군선의 ‘조·전(漕·戰) 변통’이 중앙정부 차원에서 검토되기 시작하였고, 순조·헌종대 군선의 융통적 운영을 위한 세부적 논의 끝에 고종대에는 조운에 통용할 군선을 새로 건조하기에 이르렀다. 이러한 흐름은 조선후기 군선 운영의 특징과 방향을 잘 보여주는 것이라 할 수 있다. 대동법이라는 국가경제 변혁과 연계하여 군선 운영 체제의 변화를 살펴보는 것은 다름 아닌 조선후기 군선 운영에 대한 이해의 외연을 확장하기 위함이다. 임진왜란 이후 국가재건 과정에서 조선이 대외적 변인(變因)과 더불어, 대내적 변인에는 어떻게 대응해 나가며 군선을 운영하고자 하였는지, 그 대강(大綱)과 방향을 파악할 수 있는 계기가 되기를 기대한다.

영문 초록

This paper was written to examine the pattern of military ship operation and its orientation in the late Joseon period, focusing on the influence of the implementation of Daedong Law on the military ships operating system. Until now, many studys has usually been conducted within the military category only as part of Joseon naval forces or Ship. But in addition to military factors such as external relations and possible maritime intrusion by foreign powers, the military ship was also reacting sensitively to changes in national economic factors. For example, Daedong Law, an economic reform measure implemented during the nation s reconstruction after the Japanese invasion of Korea in 1592, had a considerable impact on the operation of military ships. In particular, the aspects of the operation of military ships between the southern and western coastal areas and their differences in their characteristics were deeply related to the Daedong Law. As the enforcement of the Daedong Law led to the increase in the number of maritime transports. Maritime transports were concentrated in the Chungcheong province, the west coast, which was close to the capital city, and it was inevitable that military ships would be mobilized for transportation. Its operation can be seen in comparing the differences between the provisions of 『湖西大同事目』 and 『湖南大同事目』, the rules for implementing the Daedong Law in each province. In addition it is believed that Gyunyeok Law, in the 18th century, also contributed to increasing the number of sea transport. During King Jeongjo s reign, a central government-level discussion on the use of military ships for transport was highlighted again. And during King Gojong s reign, that discussion was officially realized. This illustrates the characteristics and direction of the operation of military ships in the late Joseon period. The purpose of this paper, conjunction with the transformation of the national economy called Daedong Law, is to expand the understanding of the operation of military ships in the late Joseon Dynasty. It is hoped that this will be an opportunity for us to find out how Joseon wanted to operate military ships between external factors and internal factors during the reconstruction of the nation after the Japanese invasion of Korea in 1592.
